The bid solicits design and installation of a parking counting system across ten parking lots and seven garages, with two distinct scopes available for award to potentially different vendors. Scope 1 requires embedded sensors at entry and exit points to count vehicle ingress and egress at surface lots, while Scope 2 involves installation of individual intelligent/smart sensors in garage spaces to detect occupancy. The project includes variable message signs (VMS) powered by solar energy to display available spaces and cloud-based software providing real-time data accessible via public website and mobile applications. The system must achieve a minimum vehicle detection accuracy rate of 95 percent. Total equipment includes 726 outdoor recess-mounted sensors, 168 indoor flush-mounted sensors, 10 embedded bi-directional sensors for lot counters, 5 solar-powered repeaters, and 3 solar-powered VMS signs. The deadline for questions was May 25, 2022 at 2:00 p.m., with bids due June 10, 2022 at 2:00 p.m., followed by public bid opening via Microsoft Teams at 2:15 p.m. the same day. The contract is effective for three years from the purchase order date for future orders by mutual agreement, with pricing firm for year one; subsequent price increases require documented industry-wide cost justification and UWM Purchasing approval.

Pricing must be submitted on Exhibit D and include all costs for equipment, installation, software setup, configuration, training, and annual maintenance and software-as-a-service fees, with no additional charges permitted. Quotes must be F.O.B. Destination Freight Prepaid and Allowed, including shipping, insurance, packing, taxes, duties, setup, and instructional materials. The State of Wisconsin qualifies for governmental and educational discounts, which must be reflected in unit pricing. The bid is available to other UW Campuses and Wisconsin State Agencies under collaborative contracting at identical terms and conditions. Bidders must demonstrate at least three years of experience in this business line with documented sales and ongoing services to municipalities, universities, or large parking facility operators in the U.S. or Canada, providing at least two customer references. Preference may be granted to certified Minority Business Enterprises (5 percent price preference), Disabled Veteran-Owned Businesses (5 percent price preference), and Work Centers employing individuals with severe disabilities, provided their bids do not exceed the apparent low bid by more than 5 percent. All bidders must submit mandatory exhibits including the Bidder Required Form (Exhibit A), Minimum Specifications Acknowledgement (Exhibit B), and Cost Sheet (Exhibit D). Payment terms provide for invoice settlement within thirty days of receipt upon delivery, installation, and acceptance of goods and services as specified.

State’s purchasing program. Wisconsin Statutes provided for a permissive 5% price preference for certified MBEs that compete for State Contracts. This means that State agencies may make an award to the MBEs submitting the lowest qualified bid when that qualified bid is not more than 5% higher than the apparent low bid. (An MBE Bidder preference will not be considered on printing or stationary procurement). Policy provides that MBEs should have the maximum opportunity to participate in the performance of its Contracts. The Contractor is strongly urged to use due diligence to further this policy by awarding subcontracts to MBEs or by using enterprise to provide commodities and services incidental to this agreement.

The Contract shall furnish appropriate quarterly information about its efforts, including the identities of such businesses certified by the Wisconsin Supplier Diversity Program, their Contract amount, and spend of each period to the Procuring Agency.

VBs are certified by the Department of Veteran Affairs (DVA). Applicants shall complete a Veteran-Owned Business Request for Certification form (WDVA 1037). There is no price preference for certified VBs that compete for State Contracts. Contact the DVA at: http://dva.state.wi.us.

Wisconsin statutes provide for a permissive 5% price preference for certified DVBs that compete for State Contracts. This means that State agencies may make an award to the DVB submitting the lowest qualified Bid when that qualified Bid is not more than 5% higher than the apparent low Bid. (A Bidder preference will not be considered on a printing or stationary procurement). Policy provides that DVBs should have the maximum opportunity to participate in the performance of its Contracts. The Supplier/Contractor is strongly urged to use due diligence to further this policy by awarding subcontracts to DVBs by using such enterprises to provide commodities and services incidental to this agreement.

The Supplier/Contractor shall furnish appropriate quarterly information about its efforts, including the identities of such businesses certified by the Supplier Diversity Program and their Contract amount.

The WBE certification may serve as additional marketing tool when seeking Contract opportunities with entities that place a value on having a diverse supplier base. There is no price preference for certified WBEs that compete for State Contracts.

A listing of certified WBEs, as well as the services and commodities they provide, is available at: https://wisdp.wi.gov/search.aspx.
