About this file
This is Addendum No. 1 to Request for Bid No. T22-043 issued by the University of Wisconsin-Milwaukee Procurement Office on June 2, 2022, extending the bid due date to June 15, 2022 at 2:00 p.m. The project involves the supply and installation of parking lot counter systems across ten parking lots and seven garages at UW-Milwaukee. Scope 1 encompasses embedded sensors at entry and exit points to count vehicle traffic at specific parking lots, while Scope 2 involves installation of individual intelligent sensors in garage spaces to count occupied spaces. The project also includes variable message signs to display available spaces and real-time data integration with a reporting tool accessible via website and mobile application. Different bidders may be awarded contracts for each scope. Vendors must submit total installation costs with their bids, and if third-party installation is used, the contractor name and qualifications must be provided. Installation schedules and duration details can be finalized following award.
The addendum clarifies that award will be made to the lowest responsible bidder for each scope individually rather than by lot. Vendors are responsible for sensor installation, obtaining local contractor quotes, and ensuring all necessary power and networking infrastructure costs are included in their pricing; UWM will not cover additional installation or labor costs beyond the original quoted amounts. While a single vendor providing one software solution for both scopes is preferred, it is not required. Both scopes should meet the reporting requirements specified in Exhibit B, and vendors must provide a signed copy of the addendum with their bid response.

University of Wisconsin-Milwaukee ADDENDUM NO. 1 Procurement Office REQUEST FOR BID NO. T22-043 DATE DUE Extended to 06-15-2022 at 2pm
DATE 06-02-2022
COMMODITY
OR SERVICE: Parking Lot Counter Systems
REVISION: The following Questions were received and UWM’s answers are below.
1) The mandatory requirements state the proponent must provide a detailed installation plan with cost & duration schedule for each facility. Could you please confirm if this plan is required with the submission or following award?
The vendor must submit the total installation costs with the project pricing. If a third party does the installation, the name and qualifications need to be provided with the costs. After the award, the selected vendor can provide the install schedule and duration.
2) The bid award details specify that a bid award will be to the lowest bidder, by extended cost, by lot. However, the costing sheets require pricing by scope, which include lots which are overlapping and covered under both scopes. Could you please provide clarity on bid award or scoring of responses?
There are two different scopes, and the lowest responsible bidder for each scope (not individual lots) will be awarded that scope project.
3) As many of the stall locations for the individual stall counting scope are in parking garages and indoors, could you please confirm locally powered gateways will be acceptable for the individual stall counting solution?
Power and wired networking are available in the indoor areas mentioned above, but if additional work or costs are required, they must be part of the installation costs. UWM will not be responsible for other install or labor costs that are not part of the original costs.
4) Are there local contractors with experience with the University campus who are interested or can be recommended in quoting on installation?
Sensor installation will be the vendor's responsibility for scope #1, and getting quotes will be the vendor's obligation.
5) Will there be preference for one provider providing one software solution for both scopes?
It is preferred but not required to have the same vendor or software for both scopes.
6) What degree of integration is required between software and reporting tools for parking areas covered under scope 1 and scope 2?
As mentioned above, scopes 1 and 2 do not need to share the same software but should provide the reporting needs as described in Exhibit B. UWM wants the ability to get the required information regardless of the scope source.
Please include a signed copy of this bid addendum with your bid response.
