About this opportunity

The City of Fort Worth Water Department is requesting proposals for an Agreement for Submersible Pump Service and Repair on an "as needed" basis under RFP 26-0322, with proposals due November 5, 2026.

The scope encompasses emergency and routine repairs, preventive maintenance, parts replacement, and technical support for submersible pumps across the Water Department's operations. The contractor must maintain rapid response capability for urgent service calls, adequate inventory of common replacement parts, and availability for both scheduled and emergency work. The contractor will be required to provide detailed invoicing by service call, including labor hours, parts, and associated expenses.

The contract is structured as an indefinite-quantity agreement with pricing established through the proposal process, typically submitted on a per-service or hourly basis. No fixed item quantities or contract duration are specified; services are rendered on a call-out basis as operational demands require.

A Small Business Utilization Form is mandatory; proposers must detail planned subcontracting strategies, identify small business, women-owned, and minority-owned business enterprise participation, specify the scope of work allocated to such partners, and document the legitimacy and capability of identified subcontractors. Failure to adequately address small business utilization goals may result in proposal rejection or unfavorable evaluation scoring.

Proposers must submit completed forms including proposal cover sheets, certifications, attestations, contractor information sheets, references, and documentation of insurance coverage, worker's compensation status, and business licensing and authorization to conduct business in Texas. A Deviation Form is required; any bid submitted without deviations will be considered full agreement to comply with all stated requirements, specifications, terms, and conditions. The City reserves the right to accept or reject any bid based on deviations submitted.

Award will be made to the most qualified and responsive proposer providing the best overall value. Evaluation will consider response times, quality of work, and customer satisfaction metrics throughout the agreement period.
