About this opportunity

The City of Fort Worth is requesting proposals for a standby disaster debris monitoring agreement to be provided on an as-needed basis to City Departments, with proposals due November 5, 2026 under RFP 26-0312. A mandatory 30 percent Small Business participation goal applies — bidders must submit a Small Business Utilization Form and current certification from an approved certifying entity for any small business claimed, with eligible firms located in Tarrant, Wise, Johnson, Parker, or Denton County.

The scope encompasses pre-event training and planning, mobilization within 24 to 48 hours of Notice to Proceed, field monitoring at loading sites, disposal sites, transfer sites, and reduction sites, vehicle certification, load-ticket management through an automated debris management system, daily operational reporting, and post-event documentation and reconciliation to support FEMA Public Assistance requirements. Proposers must provide at least three client references from the previous five years and submit detailed line-item pricing in a mandatory Bid Table, with optional additional services priced separately.

The initial contract term is five years with one optional five-year renewal period, exercisable at the City's sole discretion. Vendors must maintain Commercial General Liability of $1,000,000 each occurrence / $2,000,000 aggregate, Automobile Liability of $1,000,000 combined single limit, Workers' Compensation at statutory limits with $100,000 employers' liability, and Professional Liability of $1,000,000 each claim / $1,000,000 aggregate held for two years post-completion.

Evaluation is on best-value basis with a minimum 50 percent threshold on non-price points. Scoring allocates up to 5 points for Cost, 20 points for Small Business Participation (30 percent goal), 30 points for Experience and Qualifications, 20 points for Technical Approach and Methodology, 15 points for Capacity and Equipment, and 10 points for Past Performance. The City reserves the right to request Best and Final Offers and conduct interviews or demonstrations. Proposals must comply with City of Fort Worth Standard Terms and Conditions, Texas Conflict of Interest Questionnaire requirements, and IRS Form W-9.
