About this opportunity
The City of College Park, Georgia is requesting sealed proposals for solid waste transfer and landfill disposal services, with proposals due March 16, 2022 at 9:30 a.m. EST at the City Purchasing Department. A local preference policy under Fulton County permits local vendors to win if their bid does not exceed the lowest non-local bid by more than 3% for contracts under $150,000.
The scope requires a qualified vendor to accept and dispose of solid waste generated within city limits at an anticipated volume of approximately 1,300 tons per month. The awardee must operate a fully enclosed, climate-controlled transfer station within a 50-mile radius of the city, accessible via paved roadway, with current Georgia Environmental Protection Division operating permits. Operational hours are 4:00 a.m. to 5:00 p.m. Monday through Friday and 4:00 a.m. to 11:30 a.m. Saturdays, with modified holiday hours. The vendor must provide written assurance of sufficient landfill capacity for a minimum three-year period and maintain detailed delivery records with certified weight documentation.
Pricing is quoted on a per-ton basis and must include all costs related to receipt, transfer, and disposal, including landfill charges and applicable local and state fees. Billing is monthly based on actual tonnage delivered with certified weight slips. The selected firm was BFI Transfer System of Georgia at $49.50 per ton. The contract term is three years with an optional one-year renewal for two additional years. Questions were due March 8, 2022 at 12:00 p.m. EST, with addenda published by March 11 at 4:00 p.m. EST. A 5% bid bond is required, with successful bidders providing performance and payment bonds at 100% of contract value. Payment is due within 30 days of invoice receipt. Award is made to the most responsive and responsible bidder, which may not necessarily be the lowest bidder, with consideration given to price, specification adherence, delivery capability, and past performance.
