About this opportunity

The City of Greensboro, Georgia is seeking qualified consulting firms through this Request for Proposals to develop a Federal Highway Administration-compliant Transportation Safety Action Plan under the Safe Streets and Roads for All (SS4A) program. The primary services include applying the Safe Systems approach to identify systemic transportation safety risks and develop implementable strategies to reduce roadway fatalities and serious injuries, with emphasis on vulnerable road users and rural contexts. Key deliverables encompass comprehensive transportation safety analysis utilizing five years of crash data, Safe Systems framework implementation across five elements (Safer People, Roads, Speeds, Vehicles, and Post-Crash Care), safety-focused active transportation and off-road network planning evaluated exclusively as transportation safety countermeasures, post-crash care assessment, public and stakeholder engagement activities, and a prioritized, evidence-based set of implementable safety strategies and projects. Proposals will be evaluated on five weighted criteria: Understanding of SS4A and Safe Systems Approach (30 percent), Safety-Focused Active Transportation Approach and Off-Road Facilities (25 percent), Relevant Safety Planning Experience (20 percent), Public Engagement and Equity Strategy (15 percent), and Project Team and Management Capacity (10 percent). Critical dates include a pre-proposal conference on February 17, 2026 at 10:30 a.m., a written questions deadline of February 19, 2026 with answers posted by February 23, 2026, and sealed proposals due by 2:00 p.m. EST on March 5, 2026 at the City Clerk's office (212 North Main Street, Greensboro, Georgia 30642). Proposals must include one original and two copies, not exceed 30 pages in single-sided 11-point font or larger, and be organized by RFP section with tabs. The contract term must conclude and settle prior to September 29, 2027, and all work is planning-level in nature with final engineering design, permitting, right-of-way acquisition, and construction services expressly excluded.

The RFP does not specify set-aside designations or restrictions limiting types of organizations that can respond, nor does it identify disadvantaged enterprise requirements or incumbent vendors. No existing infrastructure or technology integration requirements are mentioned. The funding source is identified as the Federal Highway Administration's Safe Streets and Roads for All (SS4A) program, and contractors must comply with federal regulations under 2 CFR Part 200, Georgia LAP standards, and all applicable federal and state laws including civil rights requirements and accessibility standards. Offerors must maintain liability insurance and provide itemized cost proposals including all labor, materials, equipment, and costs for complete service delivery; however, no specific budget amount or award value range is stated in the RFP. The City reserves the right to reject any or all proposals, cancel the RFP, request best and final offers, or terminate the contract if adequate funding becomes unavailable.

Opportunity text

The Action Plan will apply the Safe Systems approach to identify systemic transportation safety risks and develop implementable strategies to reduce roadway fatalities and serious injuries, with particular emphasis on vulnerable road users and rural roadway contexts. As an integral component of the Safety Action Plan, the project will include safety-focused active transportation and off-road network planning, undertaken exclusively as a transportation safety strategy. Off-road facilities and shared-use paths will be evaluated as exposure-reduction and conflict-mitigation countermeasures, not as recreational or amenity-based trail planning. The resulting Transportation Safety Action Plan will produce a prioritized, data-driven, and implementable set of safety strategies and projects that align with SS4A eligibility requirements and position the City for future SS4A implementation funding.
