About this opportunity

The City of St. George, Utah is issuing a Request for Proposals (RFP) to procure transportation consulting services for a comprehensive Public Transit Service Study of the SunTran system. The study aims to evaluate and enhance the existing transit infrastructure to support planned growth and align public transportation with long-term infrastructure and economic objectives. The primary deliverable is a detailed 5-year Transit Development Plan (TDP) that addresses system efficiency improvements, ridership growth, and identification of both short-term improvements and long-term service strategies. The project encompasses six key tasks: project management and coordination; evaluation of existing conditions and system performance; needs assessment and service gap identification; development of service and system alternatives; financial and implementation planning; and preparation of final deliverables including a comprehensive transit study report, executive summary, route maps, and PowerPoint presentation. All deliverables must be submitted in digital editable and PDF formats, with GIS datasets in ArcGIS-compatible format. The study is expected to be completed within six months. Proposals are limited to 15 pages and must include a cover letter, project understanding and technical approach, proposed scope and work plan, project team information, firm qualifications, schedule, cost proposal, and at least three references. The RFP was posted on May 8, 2026, with a deadline for submission questions on May 29, 2026, at 2:00 p.m., and proposals due on June 5, 2026, at 2:00 p.m. Evaluation criteria weighted the cost proposal at 30 percent, project understanding and technical approach at 25 percent, experience and qualifications of key staff at 20 percent, work plan and schedule at 15 percent, and references and past performance at 10 percent. The City reserves the right to conduct interviews with top-ranked firms on June 8-9, 2026, before making final selection.

This procurement is funded through Federal Transit Administration (FTA) Section 5304 Planning Funds and Section 5307 Urbanized Area Formula Funds, administered by the Utah Department of Transportation (UDOT), which means all applicable federal requirements apply, including FTA Circular 4220.1F, Title VI of the Civil Rights Act of 1964, Equal Employment Opportunity provisions, Disadvantaged Business Enterprise (DBE) participation requirements, and Buy America clauses. While no specific set-asides for disadvantaged enterprises or minority-owned businesses are explicitly designated in the RFP summary, DBE participation requirements are applicable under federal law. No incumbent vendors or current contractors are identified in the available procurement documents. Qualified transportation consulting firms are eligible to respond; however, the specific budget range or award value is not disclosed in the RFP summary. All bids must be submitted via sgcity-utah.bonfirehub.com, and bidders are prohibited from withdrawing bids within 60 days after the opening date. The successful consultant will be required to enter into a Professional Services Agreement with the City of St. George upon award.
