About this opportunity

San Bernardino County Department of Public Works — Special Districts is requesting proposals for professional engineering design services to address hexavalent chromium (Cr-6) contamination at Moabi Regional Park in Needles, California (RFP No. SDD-077 / SPD126-SPDAD-6379), with proposals due August 12, 2026. A mandatory proposal conference is held on either July 14 or July 22, 2026 via Microsoft Teams (attendance at one conference required); questions are due July 29, 2026.

The scope encompasses comprehensive engineering design services to investigate and implement Cr-6 treatment solutions for the park's raw water supply, where Well No. 4 has detected hexavalent chromium exceeding the maximum contaminant level of 10 parts per billion. Deliverables include alternatives analysis with a minimum of three treatment options, Basis of Design Report, preliminary and final design plans and specifications, surveying, geotechnical analysis, environmental compliance coordination, and optional tasks including pilot testing, advertisement and bidding support, and construction support. The design survey scope is limited to two existing well sites and one proposed treatment plant site within the 600-acre park. All survey deliverables must be reviewed and approved by a California Licensed Land Surveyor and submitted in AutoCAD Civil 3D format with control network adjustment files, photos, and data sheets per San Bernardino County Surveyor Topographic Standards.

The consultant must hold a valid California Professional Engineer license with a minimum ten years of experience in similar projects and be registered with the Department of Industrial Relations for public works. All deliverables must be sealed and signed by appropriately licensed professionals. The contract term is five years from Board of Supervisors approval; all required services must be completed by October 1, 2028, to achieve compliance with State Water Resources Control Board hexavalent chromium regulations. Final design plans and specifications are due by June 1, 2027.

Evaluation is weighted 45% qualifications and experience, 45% technical review, and 10% references. The County will negotiate with the highest-ranked proposer; if negotiations fail, it may proceed to the next-ranked proposer. Pricing is submitted separately in a sealed envelope and evaluated after qualifications. The County retains ownership of all work products, drawings, and digital files upon completion and payment. All services are subject to California prevailing wage requirements, DIR registration, apprenticeship ratio requirements (one apprentice hour per five journeyman hours for apprenticeable crafts), and comprehensive insurance including $1 million general liability, $1 million auto liability, $1 million professional liability, and $5 million environmental liability with the County named as additional insured.
