About this file

This is Addendum No. 4 to a Request for Proposal (RFP) issued by the San Bernardino County Department of Public Works Special Districts for professional engineering design services related to the Moabi Regional Park Chromium-6 Treatment Project (RFP No. SDD-077 / SPD126-SPDAD-6379). The addendum was issued on August 3, 2026, and addresses questions and answers from proposers regarding submission requirements, vendor preferences, attachment formatting, proposal delivery methods, survey scope clarifications, and qualifications evaluation criteria. The addendum specifically clarifies that wet signatures are acceptable if scanned, that the County maintains no preferred vendor list, that reserved attachments need not be included, and that technical proposals should be submitted electronically through the County's ePro system while cost/fee proposals must be submitted separately in sealed hard copy envelopes. The project involves chromium-6 treatment infrastructure at Moabi Regional Park, with a primary focus on design survey work limited to two existing well sites and a proposed treatment plant site within the park's 600-acre parcel.

The addendum's most significant revision pertains to Section V.C.5 regarding the Design Survey optional task, which was substantially amended to clarify survey deliverables and requirements. The revised scope requires all survey data to be reviewed and approved by a California Licensed Land Surveyor prior to submittal, with incomplete surveys to be remedied at no cost to the County. Deliverables have been expanded to include survey data in AutoCAD Civil 3D format, .xml files, control network adjustment files and reports, photos, data sheets, and corner records or records of survey if required. The addendum includes detailed San Bernardino County Surveyor Topographic Standards specifying technical requirements for control surveys, including RTK measurement protocols with minimum observation times and CORS site processing requirements, and comprehensive topo collection standards with specific measurements for roadway centerlines, cross-sections, utility features, and other man-made infrastructure. Proposers must acknowledge receipt and understanding of Addendum No. 4 with a signature on the included signature line.

Addendum No. 4: RFP - Professional Engineering Services Page 1 of 3 for Moabi Regional Park Chromium-6 Treatment Project

SAN BERNARDINO COUNTY

DEPARTMENT OF PUBLIC WORKS

SPECIAL DISTRICTS

ADDENDUM NO. 4

Request for Proposal No. SDD-077 / SPD126-SPDAD-6379

Professional Engineering Design Services For Moabi Regional Park Chromium-6 Treatment Project

August 3, 2026

This addendum is being released for the above referenced Request for Proposal (RFP), hereby amending the RFP document in the following manner only:

Questions and Answers:

Question 1: The proposal states, “Proposals must be submitted electronically through the County Electronic Procurement Network (ePro), and/or via (Paper) hard copy with original signature submitted to the address indicated above”. Does original signature mean wet signed? If yes, is it just the Cost/Attachment E that must be wet signed or is the entire proposal that must be wet signed and scanned?

Answer: Yes, an original signature is a wet signature which can be scanned for proposal submission. The RFP does not require a signature on Attachment E – Cost/Fee Proposal.

Question 2: Is there a list of preferred or pre-approved that the County of San Bernardino can share with us?

Answer: No, the County does have a list of preferred vendors/contractors/subconsultants.

Question 3: Should there be placeholders for Attachment H & Attachment K “Reserved” or should we omit them from the proposal?

Answer: Placeholders for “Reserved” attachments are not required; however, they may be included if preferred by proposer.

Question 4: Please confirm the required submission method for the technical proposal and Attachment E, Cost/Fee Proposal Sheets. Is the technical proposal to be submitted through ePro, with Attachment E submitted separately only as a sealed hard copy to the RFP Contact and not uploaded to ePro?

a. Please also confirm whether one hard copy of Attachment E is sufficient and whether an original wet signature is required.

Answer: In accordance with Section I.B., “Proposals must be submitted electronically through the County Electronic Procurement Network (ePro), and/or via (Paper) hard copy with original signature submitted to the address indicated above.” Additionally, Section VI.A.4. states in part, “Paper responses may be submitted in lieu of electronic submission, by mail or in person to the RFP Contact and will be time/date stamped when received.” Section VI.A.5. states, “The Proposer shall not include Attachment E, “Cost/Fee Proposal Sheet(s)”, as part of the proposal submittal, but instead shall mail or submit in person Attachment E, “Cost/Fee Proposal Sheet(s)”, in a separate sealed envelope labeled “Cost/Fee Proposal Sheets” with the RFP Number and Title and the name of the Proposer clearly marked on the outside, to the address stated in Section 1, Paragraph B. Attachment E must be received on or before the Deadline for Proposals. Failure to comply with this requirement shall disqualify the

Addendum No. 4: - RFP - Professional Engineering Services Page 2 of 3

Proposer.” The RFP does not require more than one (1) copy of Attachment E – Cost/Fee Proposal, nor does it require a signature on Attachment E – Cost/Fee Proposal.

Question 5: It appears that survey work will be limited to the two existing well site and a proposed treatment plant site within the Moabit Regional Park. Task C.5 Design Survey of the RFP states that one of the deliverables is a Record of Survey. Based on our research, the Moabi Regional Park is within a 600 acre parcel (APN 0650-161-02), does the County want a Record of Survey for this large parcel?

Answer: That determination isn't made until the records research and field survey have been completed.

If, through that process, the survey ends up establishing a line that isn't supported by the existing record, then a Record of Survey may be required; therefore, a Record of Survey may be required if warranted by the results of the research and field survey. Section V.C.5. has been amended as shown below in this Addendum No. 4.

Question 6: Qualifications and Experience represents 45% of the proposal evaluation and includes the Proposer’s experience with publicly bid projects and similar services and entities. However, Section VI.B does not identify a specific location for presenting the firm’s relevant project experience, apart from project experience included in key personnel resumes. May a separate Relevant Project Experience subsection be included within the Statement of Experience and Qualifications section or the Reference section?

Answer: It can be included within the Statement of Experience and Qualifications section.

SBCO Topo Standards

Control:

-Centerline control and topo traverse points may be established via RTK measurements from a known base; A “known base” is a position that is established by static observation for a minimum of 121 minutes, processed via OPUS or manually to a minimum of 3 CORS sites.

-A minimum of two (2) 3-minute RTK measurements on each position, a minimum of 90 minutes apart for each measurement.

-If RTK measurements are collected via real-time network, processing manually to a minimum of 3 CORS sites is required. All topo to be collected via total station, not RTK.

Topo:

Topo items to be collected, unless specifically told not to:

1. Establish centerline survey of roadway and cross streets by locating survey control monuments.

a. For ramp only jobs, centerline only needs to be established in directions that are needed to establish the delta of the quadrant the ramp occupies.

2. Cross section every 50-feet.

3. Topo the entire roadway up to either (to be specified by requestor):

a. Existing right-of-way, left and right of centerline

b. Fence line, left and right of centerline

c. 5-feet left or right of EP/Curb/Dike

4. At street intersections, survey up to limits listed above in #3, 50-feet beyond BCR/ECR

5. Pickup FOUR (4) corners of utility vaults/boxes, pull boxes, concrete pads under boxes, FOUR (4) corners of signal light poles/crosswalk push button poles, and diameter of utility poles (measured to center) and valves, manholes (top-center of lid elevation only, unless specifically asked for invert elev. too), bollards, etc.

6. Pickup all man-made features, fences, gates, utilities (vaults, fire hydrants, FOUR (4) corners of water meters, hose bibs, septic clean outs, utility poles, dead man, etc) flow lines, top of curb, gutter lips, ac dike, edge of pavement, concrete gutter lip/flow line and spandrel, catch basins or drainage structure (top of concrete and invert elevations), sidewalks, pipes (with pipe sizes, types, and invert elevations), traffic signs, striping’s, markings, grade breaks, driveways, handicap ramps (minimum of ¼ deltas and top/bottom of ramp x), etc.

7. Pickup all trees (measured to center of tree), bushes, planters, etc.

8. Data to be delivered in AutoCAD hybrid grid-ground format (see standard survey CAD file notes below)

9. ROW linework for roadways to be shown, and ROW linework for Flood Control to be shown where applicable.

SBCo. Surveyor Descriptor Notes:

• The descriptor that is listed (the base descriptor) needs to be the first thing added EVERY TIME, no exceptions.

o Ex: FENCE-METAL-6’, not METAL-FENCE-6’

• When a descriptor has an asterisk (*) at the end, that descriptor can have anything you want after the main portion of the descriptor.

o Ex: CONC* - CONC1, CONC2, CONC3, etc o Ex: PP* - PP NO NUMBER, PP 123456E

• When a descriptor doesn’t have an asterisk (*), only what is shown on the descriptor list is valid; nothing can be added to this descriptor or it won’t import into Civil3D properly.

o EX: GP – nothing can be added after GP o Most descriptor’s without (*) are meant for single objects, not lines.

• Empty spaces within a descriptor confuse Civil3D. Any time you need to add information to a descriptor or combine descriptors, use a minus sign/dash (-). There are very, very few exceptions to this, so when in doubt, add the (-). A space IS required when starting (\) or ending (/) a line.

o Ex: PP NO NUMBER or PP 123456E, no (-) required o Ex: Tree 1”-6”, no (-) between ‘Tree’ & ‘1’ required o Ex: CLF-6’, (-) is required.

o Ex: SRF-WOOD-6’, (-) is required o CSPA-24”X36”, (-) is required.

o If you don’t add a (-) and instead use a space, Civil3D interprets that as a separate descriptor, so however many spaces you have in the descriptor, that’s how many descriptors Civil3D interprets.

• Topo the four (4) corners of all utility VAULT’s, PLBOX’s, BOX’s, SIGLGT’s, XWALK-BTN o Use VAULT, PLBOX, BOX for the line and use VAULT-*, PBOX-*, BX-* for the center ‘describing’ measurement o Use GB for base of SIGLGT and XWALK-BTN

• Measure to the center of all fire hydrants, guy poles, power poles, signal lights, street lights, trees, crosswalk buttons
