About this opportunity
The State of Washington Department of Enterprise Services (DES) is seeking qualified contractors through a Request for Proposal (RFP) for two Job Order Contracts (J26-04 and J26-06) to provide construction management and small construction and repair project services throughout the Western region of Washington State. This indefinite quantity, fixed-period delivery order contract will enable contractors to provide cost estimating, assessment of construction options, scheduling, and project management services for public works facility construction projects, with individual work orders capped at $500,000 in pre-tax value and averaging less than $100,000 each. The solicitation employs a two-phase competitive selection process, with Phase I proposal evaluation (130 points) due June 12, 2026, by 2:00 PM PT, an electronic pre-submittal informational meeting scheduled for May 15, 2026, and finalist notifications on June 29, 2026; Phase II interviews and sealed coefficient bids are scheduled for July 14-15, 2026, with anticipated notices to proceed on October 2, 2026 (J26-04) and October 10, 2026 (J26-06). Selected contractors must demonstrate experience in repair, remodeling, and new construction services including coordination with owners, design preparation, estimating, scheduling, material acquisition, staffing, supervision, and quality control; comply with prevailing wage requirements under RCW Chapter 39.12; maintain insurance and bonding; and submit proposals not exceeding 30 PDF pages and 20MB through the DES Euna Procurement portal. Pricing is established using RS Means Unit Price Book bare costs with contractor-submitted coefficients applied separately for standard working hours (5:30 AM to 6:00 PM, Monday through Friday) and non-standard hours, with work orders incorporating Washington State Sales Tax and requiring contractors to include all insurance costs, bonds, overhead, and profit within the coefficient structure.
The DES has established mandatory diverse business participation goals of 10 percent Minority-Owned Business, 6 percent Women-Owned Business, 5 percent Veteran-Owned Business, and 5 percent Washington Small Businesses; all proposers must submit a detailed Diverse Business Inclusion Plan with voluntary goals and specific strategies as part of their statement of qualifications, and proposals with zero contribution will be deemed non-responsive. Successful contractors must register in the DES Diversity Compliance program (B2Gnow) and maintain ongoing documentation of diversity goals attainment and outreach efforts. Work orders exceeding $350,000 must utilize state-registered apprenticeship programs for no less than 15 percent of single trade labor hours, and the contract requires performance and payment bonds in the amount of $4,000,000 with a 5 percent bid guarantee ($2,500) submitted with Phase II bids. The initial contract term is two years with a DES option to extend for an additional year, providing a maximum total dollar amount of $6,000,000 annually, not to exceed $18,000,000 over three years if extended, with a DES guarantee of a minimum work order volume of $50,000; carryover provisions allow unused capacity to carry forward between contract periods.
