About this opportunity
The Washington State Department of Enterprise Services (DES) is conducting a competitive Request for Proposal (RFP) to award two Job Order Contracts (JOCs) for construction, repair, and remodeling services throughout Eastern Washington. The procurement seeks qualified contractors to perform small, non-associated construction and facility improvement projects with an anticipated average job size under $100,000, including project coordination, design consultation, estimating, scheduling, material acquisition, construction management, supervision, quality control, and administrative tasks. Selected contractors will be responsible for providing cost estimating, assessment of construction options, and scheduling for public works projects on state buildings and associated site improvements. Proposals must be submitted electronically by April 13, 2026, at 2:00 PM PT, with an informational meeting scheduled for March 25, 2026, from 10:00 AM to 11:00 AM PT via Microsoft Teams, and written requests for explanations or interpretations must be submitted no later than seven days before the bid due date. The selection process consists of Phase I evaluation based on written statements of qualifications and Phase II consisting of interviews and sealed coefficient bids; finalist notification will occur April 20, 2026, with announcement of apparent successful proposals on May 1, 2026. Evaluation criteria include contractor qualifications, past performance on public works projects, prevailing wage compliance training, and submission of a comprehensive Diverse Business Inclusion Plan demonstrating active efforts to achieve participation goals. The two highest-ranked firms will be awarded contracts with an anticipated notice to proceed date of June 5, 2026, for J26-03 and October 2, 2026, for J26-05.
This procurement includes voluntary participation goals for diverse business enterprises, with state aspirational targets of 10% Minority-Owned Business, 6% Women-Owned Business, 5% Veteran-Owned Business, and 5% Washington Small Businesses participation; proposals that submit zero contribution to the Diverse Business Inclusion Plan will be considered non-responsive. Contractors must maintain master Payment and Performance bonds in the amount of $4,000,000 and demonstrate bonding capacity for this amount, with individual work orders not exceeding $500,000 in pre-tax value. Successful contractors must comply with Washington State prevailing wage requirements under RCW 39.12, maintain comprehensive insurance coverage with minimum limits ranging from $1,000,000 to $5,000,000, and register with the DES Diversity Compliance system (B2Gnow) for ongoing monthly reporting. Work orders exceeding $350,000 and 600 single-trade man hours require 15% apprenticeship participation utilizing state-registered apprenticeship programs. Each awarded contract shall have a first-year not-to-exceed amount of $6,000,000, expanding to $12,000,000 over two years and potentially $18,000,000 if extended for a third year, with a guaranteed minimum committed amount of $50,000, and pricing will be determined using RS MEANS Unit Price Book coefficients applied by the contractor for standard and non-standard working hours.
