About this opportunity

The California Department of Fish and Wildlife (CDFW) issued Request for Proposal P2675002 on January 28, 2026, to procure comprehensive oil spill cost study services designed to validate and update the 2019 Catalyst Study evaluating cleanup costs and damages from oil spills affecting California's surface waters, including marine, inland, and dry wash environments. The study must incorporate current data on cleanup costs and third-party damages accrued since 2019, expand coverage to renewable fuel spills such as biodiesel, renewable diesel, renewable gasoline, sustainable aviation fuel, and denatured ethanol, and analyze Reasonable Worst-Case Spill (RWCS) volume calculations for nine facility types including vessels, marine facilities, small marine fueling facilities, mobile transfer units, offshore platforms, offshore pipelines, onshore pipelines, production facilities, and railroads. Key deliverables include a draft report due March 31, 2027, and a final report due June 30, 2027, along with comprehensive research data analysis, public comment solicitation and processing over a 30-day period, and recommendations for updating RWCS volume calculations and financial responsibility multipliers. The contractor must demonstrate minimum qualifications including a designated Project Director with five years of project management experience and a team possessing at least five years of experience in natural resource economics, economic analysis, quantitative methods, and environmental liability cost quantification, with demonstrated involvement in a minimum of five oil industry operation projects or studies. The contract term runs from July 1, 2026, through June 30, 2027, with options to extend for one additional year at rates specified in the original agreement. Questions regarding the RFP were due February 17, 2026, at 5:00 PM, with proposals due March 6, 2026, at 5:00 PM; cost sheets will be publicly opened March 17, 2026, at 2:00 PM, followed by notice of intent to award on March 18-19, 2026, and proposed award date of March 26, 2026.

The RFP is not subject to Disabled Veteran Business Enterprise (DVBE) participation requirements; however, CDFW will apply a voluntary DVBE incentive of up to 5 percent for participating firms and offers a 5 percent small business preference for California-certified small businesses or non-small businesses committing to subcontract at least 25 percent of the net bid price to certified small businesses. No incumbent vendors or current contractors were identified in the solicitation documents. The contractor must maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Professional Liability ($1,000,000 per occurrence/$3,000,000 aggregate), and Workers Compensation ($1,000,000), and must retain all work product, data sources, databases, and modeling results as property of the State. The award will be made to the lowest responsive and responsible proposer meeting all RFP requirements, with a maximum contract value of $125,000, paid quarterly in arrears upon submission and approval of itemized invoices with 10 percent retained pending satisfactory completion and 90 percent payable upon invoice approval.
