About this opportunity
The Town of Hanson, Massachusetts is requesting proposals for Owner's Project Management services for renovation of four highway facilities buildings and conversion of the former police station at 797 Indian Head Street, with proposals due October 14, 2026 at 10:00 a.m. under RFP OPM. Questions are due by 4:00 p.m. on October 6, 2026, with answers posted by October 8.
The OPM must hold Massachusetts registration as an architect or professional engineer with a minimum of five years of construction management experience, or non-registered status with at least seven years of construction and building supervision experience. A designated Project Manager must hold certification as a Massachusetts Certified Public Purchasing Official (MCPPO). The OPM must be independent of the designer, general contractor, and subcontractors. Proposers must demonstrate knowledge of Massachusetts General Laws Chapter 149, the State Building Code, the Americans with Disabilities Act, and environmental best practices.
Scope encompasses comprehensive project management across all phases—pre-design, design, construction documentation and bidding, construction, and post-construction—for the four buildings and former police station renovation. The OPM will evaluate whether estimated renovation costs exceed 30 percent of the building's assessed value, potentially triggering accessibility code upgrades. The project cost is estimated at $7.5 million, with OPM services commencing in November 2026 and construction anticipated to begin Spring/Summer 2027, targeting completion in late fall 2027. The former police station renovation is estimated at 3–6 months, followed by 3 months schematic design, 3–4 months design development, 2–3 months construction documents, 2–3 months bidding and procurement, 2 months award and mobilization, and 6–12 months construction closeout and occupancy.
OPM fee structure will be negotiated post-evaluation and is subject to availability of appropriated funds. All Basic Services compensation includes labor, overhead, profit, insurance, legal services, transportation, communications, materials, equipment, tools, supplies, printing, copying, and other necessary expenses. Proposals require professional registration documentation, resumes of key personnel, references from three similar projects completed within five years, proof of financial stability, certificates of insurance (general liability, workers' compensation, professional liability, errors and omissions, and excess umbrella), tax compliance certification, and a certificate of non-collusion. The Town anticipates rating proposals within two weeks and awarding the contract within 30 days of the submission deadline. All key personnel identified in the proposal are contractually committed without substitution unless prior written Town approval is obtained.
