About this opportunity

The Unified Government of Wyandotte County, Kansas Department of Public Works is requesting competitive proposals for on-call inspection, preventive maintenance, and corrective maintenance services for wastewater, stormwater, and flood management facilities, with sealed proposals due October 28, 2026 at 2:00 p.m. The mandatory pre-proposal conference was held September 24, 2026; the written-question deadline was October 16, 2026.

Offerors may propose on one, two, or all three service categories: Inspection, Preventive Maintenance, and Corrective Maintenance; Facility Repairs; and SCADA System Maintenance and Integration. Services will be provided on an on-call basis for equipment at five treatment plants and twenty-four pump stations throughout Wyandotte County. Contractors must respond to unplanned emergency work within four hours of notification and begin mobilization within 24 to 48 hours. Qualifications include at least one year of experience under the current business name with the relevant equipment type, necessary licenses and certifications, location within approximately 50 miles of Wyandotte County, and availability during normal operating hours (Monday–Friday, 7:00 a.m. to 4:00 p.m.).

The estimated annual maximum dollar value is $2,000,000 total across all contracts awarded under this RFP, with no minimum contract amount guaranteed. The contract term is approximately twelve months from Notice to Proceed, with the Unified Government retaining the sole right to renew for four additional twelve-month periods. Pricing for inspection services must be submitted as fixed price; maintenance and repair costs are based on labor and materials. For contracts exceeding $50,000, successful offerors must provide labor and material payment bonds, performance bonds equal to 100% of contract price, and a maintenance bond equal to 25% of total contract price valid for three years.

Awards will be made to multiple contractors if necessary to ensure resource availability. Evaluation uses a 1,000-point Best Value Score methodology weighted as Financial Condition and Performance History (20%), Relevant Experience and Qualifications (35%), Project Approach (20%), Labor Compliance (15%), and Safety Record (10%), with award to the responsible offeror achieving the lowest Best Value Score.
