About this opportunity
David Douglas School District No. 40 in Portland, Oregon is requesting proposals for design and installation of ADA-accessible and inclusive playgrounds under RFP 10.7.26.1, with proposals due November 9, 2026 at 2:00 p.m. PST. The District intends to award contracts to two qualified firms and complete the primary preschool playground installation by May 30, 2027.
Oregon resident bidder status as defined under ORS 279A.120 is required — proposers must have paid unemployment or income taxes in Oregon during the 12 calendar months preceding bid submission and maintain a business address in the state. Prevailing wage compliance under ORS 279C.800 to 279C.870 and Davis-Bacon Act requirements apply. All pricing must be independent, firm-fixed, and specific to this solicitation; cooperative purchasing agreements such as NASPO ValuePoint or OMNIA Partners are prohibited.
The scope includes design and installation of a preschool playground with seated tables, spinners, buddy benches, swings, water play tables, canopy structures, and surfacing materials compliant with current ADA laws, CPSC guidelines, and ASTM standards. The District may award additional preschool or K-5 playground installations on an as-needed basis. All costs for permits, plan checking fees, equipment, installation, site preparation, disposal, and labor must be included in pricing, with no markup permitted on permits. The District will not reimburse business licenses, professional affiliations, or bonding costs.
The contract begins December 1, 2026 for an initial twelve-month term with options to renew for up to four additional twelve-month periods at mutual consent. Evaluation allocates 50 points for price (lowest cost wins the initial preschool installation) and 100 points for technical qualifications including design experience, project experience, timeline, and product line. Proposers must submit three professional references. Required insurance includes professional liability of at least $1,000,000 per claim and $2,000,000 aggregate, commercial general liability of $2,000,000 per occurrence and $3,000,000 aggregate, automobile liability of $1,000,000, and pollution liability of $500,000 per occurrence and $1,000,000 aggregate. Performance and payment bonds equal to 100 percent of contract amount are due within 10 days of Notice of Intent to Award. Proposal pricing must remain firm for 90 days from signature.
