About this opportunity

The Town of Butte Falls, Oregon, in Jackson County, is soliciting proposals through a Request for Proposals (RFP) for noxious weed removal and treatment services within the Butte Falls Community Forest, encompassing approximately 446 acres of mixed-use forestland including forest stands, meadows, road corridors, trail systems, and riparian areas. The procurement seeks contractors to provide survey and treatment planning, herbicide application via backpack spraying and spot spraying, and documentation and reporting of treatment activities, with target species including yellow starthistle, Scotch broom, and Himalayan blackberry. Deliverables include detailed treatment plans, herbicide application services, and comprehensive documentation of all treatment activities performed across the project area. Proposers must hold a valid Oregon Commercial Pesticide Applicator License at the time of proposal submission and provide proof of general liability insurance ($1 million per occurrence and $1 million aggregate), auto liability insurance if applicable, and workers' compensation insurance if applicable. Evaluation criteria comprise firm qualifications and capacity (25 points), relevant experience (35 points), approach to weed identification and treatment (20 points), and cost proposal (20 points). Proposals must be submitted in three printed copies by April 1, 2026 at 11:59 PM Pacific Time, either by hand delivery to Town Hall at 431 Broad Street, Butte Falls, OR 97522 during business hours (8:00 AM to 1:00 PM, Monday through Friday) or by USPS mail to PO Box 268, Butte Falls, OR 97522, with late proposals not accepted. The anticipated contract award date is on or before May 1, 2026, with project performance scheduled from May 1, 2026 through October 31, 2026, with treatments anticipated in spring and fall 2026 depending on species and conditions.

This is an indefinite quantity contract with a maximum not-to-exceed amount of $15,000, covering a minimum of 50 acres through a maximum of 446 acres, with proposers required to bid a per-acre rate for backpack spraying activities. The contract is funded through an Oregon Department of Forestry grant (number 24-DG-11062765-084-UCF032) under the SEEDS project, which aims to restore local forests, waterways, and the economy. No set-aside designations or restrictions limiting respondents to specific organization types or disadvantaged enterprises are specified in the available documentation. No incumbent vendors or current contractors are identified in the RFP materials. The contract term commences May 1, 2026 and continues through June 30, 2026, with monthly invoicing and payment within 30 days of invoice receipt. Either party may terminate the contract with thirty days' prior written notice, and the Town reserves the right to reject any or all proposals and to conduct interviews at its discretion. The primary point of contact for the Town is Michael Smeltz, Forest Manager, reachable at 541-865-3262 or smeltzmichael@yahoo.com.
