PURPOSE, BACKGROUND AND SCOPE OF WORK

PURPOSE

Town of Butte Falls:

The Town of Butte Falls is a small, incorporated community in rural Jackson County, Oregon, situated at the headwaters of the Rogue River basin. Historically shaped by forestry, rail, and natural resource industries, the Town is navigating a transition toward a more diversified and resilient economic future while retaining its rural character and strong sense of place. Like many rural communities, Butte Falls faces challenges related to limited local capacity, constrained infrastructure, living wage employment, housing availability, and access to services, while also managing increasing interest in outdoor recreation, natural amenities, and regional growth pressures. The Town is committed to the Butte Falls Community Forest as it supports long-term community stability, environmental stewardship, and economic opportunity.

Butte Falls Community Forest Overview:

The Butte Falls Community Forest is a municipally owned forestland that the Town intends to develop and manage as a multi-use community forest consistent with an existing conceptual site design prepared by the National Park Service. Planned improvements include a network of hiking and mountain biking trails, day-use areas, an archery range, outdoor classroom space, and forest health and fuels reduction work. The Town is committed to managing the Community Forest in a manner that supports recreation, environmental stewardship, wildfire resilience, and long-term community benefit.

As part of ongoing forest stewardship, the Town seeks professional services to identify, treat, and manage noxious weeds within designated areas of the Community Forest. Vegetation management is necessary to protect native plant communities, reduce the spread of invasive species, and support long-term forest health.

BACKGROUND

The Butte Falls Community Forest was acquired through a collaborative effort involving public, nonprofit, and community partners to transition privately owned timberland into permanent municipal ownership. The acquisition was undertaken to secure long-term community benefits, including wildfire resilience, watershed protection, public access, and locally guided land stewardship. Upon acquisition, the property was deeded to the Town of Butte Falls, establishing the Community Forest as a publicly owned asset to be managed for the benefit of current and future residents.

The Community Forest occupies a landscape that is regionally significant for both wildfire risk and watershed protection. The property lies within the upper Rogue River basin and contributes to local hydrologic function, while its location and forest condition make it an important component of community-scale wildfire resilience.

These considerations inform the Town’s stewardship responsibilities and underscore the importance of active land management practices that protect ecological health and reduce the spread of invasive species.

Since acquisition, the Town has invested significant effort in community engagement, visioning, and preliminary planning to define desired uses of the Community Forest. These efforts culminated in the development of a site design prepared with technical assistance from the National Park Service, reflecting community priorities for recreation, education, and responsible land stewardship. Ongoing stewardship activities include management actions intended to maintain forest health, support native plant communities, and address the presence of noxious and invasive weeds.
