The scope of work includes preparing annual Medicare cost reports due by November 20th each calendar year, providing Prepared-by-Client (PBC) forms for data submission, reviewing data for reasonableness and completeness, preparing a wage index review for OSH's campuses, conducting an independent annual Medicare Summary Report within 45 days of approval, providing training on the cost reporting process on an as-needed basis, and offering settlement audit review services. The key qualifications required include current CPA licensure for key personnel, a minimum of five years' experience preparing annual Medicare cost reports for freestanding psychiatric hospitals utilizing the Inpatient Psychiatric Facility Prospective Payment System (IPF PPS), proprietary software or system capabilities to prepare and submit cost reports in standardized electronic cost reporting (ECR) format, and five years' experience providing similar services in a state-run psychiatric hospital. Evaluation will be weighted across four criteria: knowledge and experience (50 points), available services (10 points), experience and qualifications (10 points), and cost (30 points). Questions and requests for clarification must be submitted by January 30, 2026, at 3:00 PM Pacific Time, with proposals due March 2, 2026, at 3:00 PM. The initial contract term is anticipated to be five years with options to renew up to a total of ten years.
This procurement contains no specific set-aside designations for disadvantaged enterprises; however, offerors are required to complete a Certified Disadvantaged Business Outreach Plan documenting their commitment to providing equal opportunity participation for Oregon-certified disadvantaged businesses, including minority-owned businesses (MBE), women-owned businesses (WBE), service-disabled veteran-owned businesses (SDV), and emerging small businesses (ESB). The submission includes no identified incumbent vendors or existing contractor relationships requiring transition. Contractors must obtain Professional Liability Insurance with limits of not less than $2,000,000 per claim and $4,000,000 annual aggregate, Commercial General Liability Insurance of not less than $1,000,000 per occurrence and $2,000,000 aggregate, and comply with Oregon State Hospital policies regarding confidentiality, background checks, drug screening, and workplace violence prevention.
