About this file

This is a Certified Disadvantaged Business Outreach Plan attachment form issued by the Oregon Health Authority (OHA) in connection with an RFP for Medicare Cost Report services. The RFP seeks a qualified Certified Public Accounting (CPA) firm to provide Medicare cost reporting services to comply with Centers for Medicare & Medicaid Services (CMS) requirements. The specialized nature of translating and reporting financial information for Medicare submissions necessitates professional accounting services to minimize submission errors. The attachment form requires offerors to identify their certification status, document prior contractual relationships with certified firms, describe anticipated subcontracting opportunities and associated dollar values, and detail the steps they will take to solicit certified firms for subcontracting if awarded the contract.

The Certified Disadvantaged Business Outreach Plan form addresses Oregon's commitment to providing equal opportunity participation for Oregon-certified disadvantaged businesses, including minority-owned businesses (MBE), woman-owned businesses (WBE), service-disabled veteran-owned businesses (SDV), and emerging small businesses (ESB). Offerors must certify that they have taken reasonable steps to ensure certified firms have equal opportunity to compete for and participate in subcontracts. The form requests that offerors identify their own certification type if applicable, list certified firms they have worked with in the previous two years, identify potentially disadvantaged firms they have contracted with, and indicate willingness to report subcontractor identities and values to the Oregon Certification Office for Business Inclusion and Diversity (COBID) if awarded. The information submitted in response to this outreach plan clause is not scored in the evaluation process.
