About this opportunity
The City of Tucson is requesting proposals for a comprehensive preventive maintenance and repair program for vertical conveyance systems (VCS) — elevators, material handling units, and chair lifts — across multiple city-owned and Housing and Community Development facilities, with proposals due July 7, 2026 at 2:00 p.m. Arizona time. The contract is subject to HUD guidelines and Section 3 compliance for services funded with HUD federal grants at Tucson House and Craycroft Towers.
The scope covers routine monthly preventive maintenance of all equipment, annual hydraulic elevator no-load testing, five-year traction elevator load testing, full-time elevator emergency communication monitoring, and on-call emergency entrapment release and repair services across 47 total units at Facilities and Communication Maintenance (FCM)-controlled locations and HCD-controlled locations (Craycroft Towers, Tucson House, and Commerce Park Loop). Pricing is structured as a fixed monthly rate per unit for preventive maintenance covering all contractor expenses, with separate hourly rates for business-hours repair (Monday–Friday, 7:00 a.m.–5:00 p.m., excluding holidays) and after-hours/holiday emergency repair (Monday–Friday, 5:01 p.m.–6:59 a.m., weekends, and city holidays). Parts for non-maintenance-related repairs are reimbursed at contractor invoice cost with no markup.
The contract term is one year, with the city retaining the right to add or delete equipment at its sole discretion. Vendor registration with the City of Tucson Business Services Department and a City of Tucson Business License are required for award eligibility. A pre-submittal meeting is scheduled for June 25, 2026 at 9:30 a.m. via Microsoft Teams. Evaluation criteria include method of approach (weighted most heavily), qualifications and experience, and price proposal. The city reserves the right to conduct interviews, negotiate with multiple offerors, award multiple contracts, and undertake additional investigations regarding contractor competence and financial stability.
