About this opportunity

The Long Beach Utilities Department (LBUD) is requesting proposals for on-call surveying engineering support services to assist in capital improvement programs for potable water, recycled water, and sewer projects, with proposals due February 8, 2024. The procurement is structured to award up to three separate on-call agreements for a three-year term.

All survey engineering services must be performed by or under the direct supervision of a California licensed land surveyor — the central capability filter. Required services include control surveys, topographic surveys, boundary surveys, right-of-way surveys, route surveys, construction surveys, as-built surveys, GPS satellite surveys, legal description preparation, potholing, and utility location assistance. Selected consultants must respond to inquiries and mobilize competent personnel within 24 hours of notification. All work must conform to Standard Specifications for Public Works Construction, LBUD standards, American Water Works Association standards, City of Long Beach standards, and applicable Project Labor Agreement requirements. Consultants must maintain comprehensive survey notes and records, provide qualified personnel and instruments, and furnish two or three-person crews as needed with all equipment and support services. Consultants may also supplement LBUD staff using Department-supplied equipment.

The aggregate contract value is $750,000 across the three awards over three years. Compensation is hourly rates plus reimbursable expenses (copying, postage, mileage, travel, items requested by LBUD, and outside services), with an upper limit to be specified in the fee proposal; computer charges, telecommunications equipment costs, health and safety programs, administration charges, and markups on non-labor expenses or subcontractants are not allowable.

Work is performed on a time-and-material, as-needed basis. A Notice of Intent to Award was posted June 6, 2024, naming Coast Surveying, Psomas, and Johnson-Frank & Associates as selected consultants. Bid protests were due within five business days of the June 6 posting.
