About this opportunity
The County of San Diego, Department of Public Works, is requesting proposals for groundwater monitoring services across thirteen County landfill sites under RFP 13267, with proposals due October 9, 2026. A 15% price preference applies to Small-Local Business entities meeting San Diego County Board Policy B-53 criteria, evaluated as an adjusted price up to $150,000 less than proposed pricing.
The scope encompasses routine monthly monitoring and non-routine services (well drilling and installation, well abandonment, disposal of drilling-derived waste, direct-push services, soil vapor sampling, survey and video investigation, and laboratory and analytical testing) across Bonsall, Bradley Park, Encinitas II, Gillespie, Hillsborough, Jamacha, Otay Class I, Palomar Airport, Poway, Ramona Off-Site, San Marcos II, Valley Center, and Viejas Landfills. Routine services are billed monthly as one-twelfth of an annual fixed fee; non-routine services are billed time-and-materials. Task orders for non-routine work cannot exceed $6,500 for new construction or $50,000 for repairs. Offerors must have California-licensed Registered Geologist or Certified Hydrogeologist on staff and demonstrate compliance with prevailing wage requirements, OSHA/CalOSHA standards, and California Environmental Quality Act requirements. Pricing must reflect actual costs with no mark-ups allowable for supplies, equipment rentals, materials, or sub-contractor management.
The initial contract term begins January 1, 2027, for one year with four optional one-year renewal periods and potential incremental extensions of one to six months. Evaluation criteria are technical approach, offeror personnel and organizational experience, pricing, and terms and conditions acceptance. A pre-proposal conference is scheduled for August 28, 2026. Questions are due by September 9, 2026. Offerors must submit completed County forms (PC600, PC601, PC610, PC611, PC620 if applicable), the Payment Schedule with unit costs and extended prices for all service categories and contract years, resumes of key personnel, organizational charts, and three references from similar projects within the past five years.
