About this file
This is a Payment Schedule (Exhibit C) for RFP 13267 issued by the County of San Diego, Department of Public Works, for Landfill Groundwater Monitoring Services. The RFP encompasses groundwater monitoring services across thirteen County landfill sites: Bonsall, Bradley Park, Encinitas II, Gillespie, Hillsborough, Jamacha, Otay Class I, Palomar Airport, Poway, Ramona Off-Site, San Marcos II, Valley Center, and Viejas Landfills. The contract includes routine services billed monthly as one-twelfth of the annual fixed fee rate, and non-routine services billed on a time-and-materials basis. Non-routine service categories include well drilling and installation, well abandonment, disposal of drilling-derived waste, direct-push services and soil vapor sampling, survey and video investigation, and laboratory and analytical testing. The contract has an initial term with four optional County extension years. Bidders must complete all blue cells in the pricing spreadsheet with unit costs and extended prices for each service category and contract year; all mathematical calculations must be verified before submission.
Pricing must be submitted with no mark-ups allowable for supplies, equipment rentals, materials, or sub-contractor management, with only actual time spent procuring and managing these items billable at labor rates. The Payment Schedule includes detailed line items for labor classifications ranging from Program Manager to Hydrogeologist, with provisions for prevailing wage rates where applicable. Laboratory and analytical costs are itemized by specific analytes and testing methods, including EPA and ASTM methodologies for groundwater and soil analysis, as well as air analyte testing. Bidders may qualify for a Small-Local Business preference if they meet the criteria defined in San Diego County Board Policy B-53 and San Diego County Code of Administrative Ordinances Section 405, requiring submission of a completed Small-Local Business Self-Certification Form. All estimated quantities in the Payment Schedule are provided for proposal evaluation purposes only and do not entitle successful bidders to price adjustments if actual County requirements differ from the estimates.
