About this opportunity

Salt Lake County is seeking proposals for an environmental study related to a bicycle and pedestrian bridge project across the Jordan River near 10200 South. The Request for Proposal (RFP) requires a qualified consultant to complete environmental documentation that meets Utah Department of Transportation (UDOT) environmental process requirements and provide a comprehensive summary of necessary project permits. Consultants must demonstrate specific qualifications, including either being listed on UDOT's prequalified consultant pool for Environmental Document Preparation and Preconstruction Engineering disciplines or providing proof of a "Pass" on UDOT's technical qualification review. The proposal submission is due by August 25, 2025, and must be submitted electronically through the Bonfire procurement website (https://utah.bonfirehub.com/). All proposals will be received and evaluated online, with potential consultants required to register as vendors on the Bonfire platform prior to submission. The project involves detailed environmental analysis documentation and will require thorough understanding of local environmental regulations and UDOT's specific documentation standards.

No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the procurement documents. The solicitation appears open to qualified environmental consulting firms that can meet UDOT's technical qualifications. While no incumbent vendors were identified, the project involves creating environmental documentation for a new bicycle/pedestrian infrastructure project, suggesting this is a new initiative for Salt Lake County. The procurement documents include supplemental files such as a detailed RFP document and site and grading plans, which potential bidders can review during the proposal preparation process. Although a specific budget range was not disclosed, the complexity of the environmental study and bridge infrastructure project implies a potentially substantial contract value. Interested consultants must carefully review the requirements, particularly the UDOT prequalification criteria, to ensure eligibility for proposal submission.
