About this opportunity

The City of Augusta, Georgia, through its Engineering and Environmental Services Department, has issued Request for Proposals (RFP) Item #26-145 for municipal street sweeping services covering Augusta-owned roadways, right-of-ways, and medians. The procurement is divided into two parts: Part One encompasses the downtown roads network requiring weekly sweeping of approximately 50 centerline miles, while Part Two covers countywide roads of approximately 1,100 centerline miles with monthly or quarterly sweeping options. Contractors must provide a minimum of three years of experience in similar street sweeping services and shall be responsible for all labor, equipment, tools, fuel, materials, insurance, supervision, traffic control, and debris disposal. The minimum equipment requirements include six street sweepers with eight-foot minimum sweep paths plus two backup sweepers, all meeting PM 10 compliance and South Coast Air Quality Management District Rule 1186 standards; all collection vehicles must be equipped with enclosed bodies, backup cameras, communication devices, and onboard GPS technology accessible to Augusta staff. Evaluation will be weighted across nine criteria: qualifications and experience (20 points), organization and approach (15 points), scope of services (15 points), proximity to area (10 points), schedule of work (5 points), financial stability (5 points), references (5 points), cost/fee proposal (10 points), and optional team presentation and Q&A (15 points). A mandatory pre-proposal conference is scheduled for Monday, March 2, 2026, at 10:00 a.m. at the Procurement Department located at 535 Telfair Street, Suite 605, Augusta, Georgia, with proposals due Monday, March 9, 2026, by 11:00 a.m. The contract term is three years with options to extend for two additional one-year terms.

No specific Minority/Women-Owned Business Enterprise (M/WBE) goals have been established for this procurement; however, bidders must negotiate in good faith with minority and women-owned businesses that respond or contact them. All contractors and subcontractors performing services exceeding $2,499 must be enrolled in E-Verify, and workers must be properly documented under the Georgia Secure and Immigration Accountability Act. Pricing for services shall be submitted on a per-centerline-mile basis for each sweeping cycle in a separately sealed envelope, with contractors required to provide a 5% bid bond and 100% performance and 100% payment bonds upon award. Additional services such as special event sweeping, parking lot sweeping, and post-storm cleanup shall be performed at a negotiated hourly rate. No incumbent vendor or current contractor information has been disclosed in the procurement documents, and no specific award value or budget range has been provided.
