About this opportunity

The Housing Authority of the City of Alameda is requesting proposals for an IT Technical Service Provider with proposals due August 11, 2026, and a mandatory service start date of October 1, 2026. The RFP prefers a single vendor to deliver the full scope of services, though collaborative proposals are acceptable if one firm serves as project manager and lead.

The scope includes telephone and computer system hardware support for approximately 50 employees (roughly 25 desktops and 40 laptops); two on-site servers with cloud backup; software support for Yardi Voyager 7S, Laserfiche, Microsoft Office, and Outlook; IT help desk functions with a minimum of one on-site day per week; server maintenance and monitoring; regular backups; setup services for new equipment; cybersecurity threat monitoring and endpoint protection; contract management for software providers; and quarterly IT reporting with annual equipment planning.

The initial contract term is three years with two optional one-year renewal periods for a maximum of five years. The minimum engagement commitment is 12 months. Proposers must submit itemized budgets with detailed cost explanations and pricing for all five years, including annual increases broken down by year. Pricing may be structured as per-hour rates for specific functions or an all-inclusive IT option with clearly outlined services and any additional fees. The AHA anticipates funding the work partially with Section 8 housing administration funds and partially without direct federal funding.

Evaluation criteria are qualifications and experience (30 points), proposed approach (20 points), lowest overall price (20 points), references (10 points), cost analysis and budget (10 points), and customer service (10 points). All proposers must be eligible to conduct business in California and the City of Alameda and provide proof of Commercial General Liability, Professional Liability, Cyber Liability, and Technology Professional Liability insurance.

An optional bidders conference is scheduled for July 23, 2026, from 10:00 a.m. to 11:00 a.m. Questions are due July 27, 2026, at 4:00 p.m. Proposals are due August 10, 2026, at 4:00 p.m. via the Bonfire Procurement Portal.
