About this opportunity
The California Department of Transportation (Caltrans) is issuing a Request for Proposal (RFP) to seek a professional services consultant to perform an evaluation of each Federal Transit Administration (FTA) 5311 and 5311(f) subrecipient's compliance with the requirements identified in 49 CFR Part 40 and Part 655. As the designated recipient of these FTA funds, Caltrans is responsible for ensuring that approximately 65-70 subrecipient transit agencies located throughout California remain in compliance with federal drug and alcohol testing regulations. The selected consultant will be required to develop a program to evaluate each subrecipient's compliance, provide ongoing technical assistance, report on program status, and coordinate any necessary training. The contract term is estimated to be from November 1, 2024 to October 31, 2027. The RFP outlines specific minimum qualifications for the proposer, including experience facilitating a statewide Drug and Alcohol Oversight Program and working with Caltrans' electronic grants management system.
Certified Small Businesses (SB) and Disadvantaged Business Enterprises (DBE) are encouraged to submit proposals, with a 20% DBE participation goal required. The total amount of the agreement may not exceed $496,500. This contract is intended to provide compliance oversight and support services for Caltrans' subrecipient transit agencies receiving FTA funds, and the funding will come from the FTA grant programs administered by Caltrans. The RFP does not specify any incumbent vendors or current contractors.

Caltrans is the designated recipient of FTA §5311 and §5311(f) funds. As the recipient of these federal funds, Caltrans is responsible for ¿filling the shoes¿ of the FTA to ensure that subrecipients are in compliance with 49 CFR Part 40 and Part 655. Approximately eighty-nine (89) subrecipients receive FTA §5311 and §5311(f) funds from Caltrans. Twenty-four (24) of these subrecipients receive direct Drug and Alcohol Program oversight from the FTA because they also receive FTA §5307 urban resources. This means approximately 65-70 subrecipients will need direct services offered through this contract. These subrecipients are located throughout California, sometimes in very isolated localities. Proposer shall develop a program to evaluate each subrecipient¿s compliance, follow-up on subrecipient¿s activities to achieve compliance, provide ongoing technical assistance to comply with requirements, report program status, and to coordinate training that is identified throughout the duration of the contract with Caltrans. The evaluation of subrecipients is not intended to be punitive. It is however, meant to provide Caltrans ¿ and therefore FTA, with an opportunity to identify subrecipient Drug and Alcohol Program weaknesses/deficiencies so that they can be corrected, and to identify training or other technical assistance needs for programmatic dissemination. The evaluation will identify best practices so that subrecipients can pursue excellence in drug and alcohol program management. This action will help ensure the rural transit systems in California remain safer modes of travel.
