About this opportunity

Warren County Public Schools is soliciting proposals from qualified professional engineering firms for forensic structural engineering analysis of E. Wilson Morrison Elementary School, 40 Crescent Street, Front Royal, Virginia, with proposals due November 5, 2026 at 2:00 p.m. The procurement is a competitive negotiation under the Virginia Public Procurement Act, the qualifications-based process Virginia requires for professional services. No set-aside or preference program is stated. Offerors must be registered in eVA before submission to be eligible for award.

Scope covers investigating apparent out-of-plumb exterior walls and apparent displacement of portions of second-floor walls, determining probable causes and significance, evaluating structural implications, and providing recommendations and conceptual repair or stabilization options. The building is an approximately 58,102-square-foot masonry school built in stages beginning in 1910. Structural concerns affect the middle and right additions, not the original structure. The school is classified as unsafe, and no current occupancy is permitted, though it was not condemned. Team members and subcontractors must provide crimes-against-children certifications under Virginia Code Section 22.1-296.1, and no individual convicted of relevant offenses may have direct contact with students. Required insurance includes professional liability of $1 million per claim, commercial general liability of $1 million per occurrence and $2 million aggregate naming the Warren County School Board as additional insured, and automobile liability of $1 million per occurrence.

Addendum 3, issued October 27, 2026, confirms the November 5 deadline, superseding the October 30 date in the original RFP. It answers 27 questions raised at the October 26, 2026 pre-proposal walk-through and requires a signed addendum acknowledgment with each bid. After award, WCPS will set a survey schedule with the selected firm.

The contract is contingent upon appropriation by the Warren County Board of Supervisors. Initial proposals exclude man-hour and fee estimates, though nonbinding cost estimates may be discussed during negotiations. WCPS will hold discussions with two or more fully qualified offerors and negotiate with the highest-ranked firm. Evaluation totals 100 points: experience with similar projects (25), key personnel qualifications (20), project plan and design concept (20), past performance meeting scope and budget (15), engineering proposals (10), and completeness of submission (10).
