About this file

This Addendum #3 document, issued by Warren County Public Schools (WCPS) Facilities Department on October 27, 2026, provides clarifications and supplementary information for the RFP Forensic Structural Engineering Analysis at E. Wilson Morrison Elementary School. Bids were due on November 5, 2026, at 2:00 P.M., and a signed acknowledgment of the addendum was required to be attached to all bids. The addendum addresses 27 questions raised by contractors during the pre-proposal walk-through, providing critical details about the 58,102 square-foot school building and the structural issues affecting it. The facility comprises three sections: the original left-side structure built in 1910 and rebuilt in 1943 after a fire, a right-side addition constructed in 1946, and a center addition built in 1952. Structural concerns are limited to the front, back, and side of the middle and right additions and do not affect the original structure. Although the building was not condemned, it is classified as an unsafe structure with no current occupancy permitted. A brief structural assessment was completed in August 2026 when issues were initially discovered, and a full assessment of the middle building from roof to foundation, including interior and exterior, was subsequently performed.

The addendum confirms the availability of an engineer's report from an August 2026 survey and provides documentation from 2002 and 2024 renovations. Key building features include inspection openings on multiple sides, a parapet wall measuring approximately 12 to 18 inches, a steam tunnel beneath the front of the building, and rooftop HVAC units, support beams, and windows installed in 2004. The roofing system was replaced in 2002 with ballast material, and brick refacing was completed in 2004, though supporting documentation is unavailable. The school is located in a historic district, though it is not individually designated as historic. After contract award, WCPS will establish a survey schedule with the selected engineering firm. No maintenance history records are available, as maintenance has been performed on a work-order basis. Temporary bracing was voluntarily installed by a construction company on the front of the middle section as a precautionary measure.
