About this opportunity
San Bernardino County Department of Public Works, Special Districts Water and Sanitation Division is requesting proposals for a water quality and regulatory compliance management software solution serving all Board-Governed County Service Areas and their Zones, with proposals due September 24, 2026 at 4:00 PM PST. A 5% local preference applies to vendors meeting specified criteria including headquarters location, employee residence, employment levels, sales tax reporting, business licensing, and debarment status.
The software must provide sample scheduling, laboratory result review, compliance tracking, historical data management, reporting, and field data collection capabilities. Integration is required with the EPA's Safe Drinking Water Information System (SDWIS), state drinking water information systems, laboratory information management systems (LIMS), ESRI GIS tools, and existing District reporting platforms. The awardee must deliver implementation services including project planning, software configuration, data migration, training, deployment, and post-launch support.
The contract term runs three years beginning September 2026 and ending August 2029, with an option to renew for two additional one-year terms. No specific budget amount is disclosed.
Evaluation is best-value: qualifications and experience (25%), technical review (35%), interview/presentation/demonstration (25%), cost/revenue (10%), and references (5%). Proposers must secure general liability ($1 million), cyber liability ($1 million per occurrence / $2 million aggregate), and professional liability ($1 million per claim / $2 million aggregate) coverage.
Questions are due September 8, 2026 at 5:00 PM PST. Presentations and demonstrations are scheduled for the week of October 5, 2026, with tentative award in October 2026. Submissions must be electronic through the County Electronic Procurement Network (ePro); late or incomplete submissions will not be accepted. All proposals remain valid for nine months following the deadline.
