About this file

This is Addendum No. 1 to the Request for Proposal (RFP) issued by the San Bernardino County Department of Public Works, Special Districts Division for a Water Quality and Compliance Software Solution (RFP No. SDD-079). The addendum amends the original proposal timeline, extending the deadline for proposal submissions from September 24, 2026 at 4:00 PM PST to October 8, 2026 at 4:00 PM PST. The deadline for submission of questions remains September 8, 2026 at 5:00 PM PST. The presentation and demonstration period has been shifted from the week of October 5, 2026 to the week of October 19, 2026, and the tentative contract award date has been moved from October 2026 to November 2026. The RFP seeks a water quality and regulatory compliance management software solution that provides sample scheduling, laboratory result review, compliance tracking, historical data management, reporting, and field data collection capabilities for all Board-Governed County Service Areas and their Zones. The contract term runs three years beginning September 2026 through August 2029, with options to renew for two additional one-year terms.

The software must integrate with the EPA's Safe Drinking Water Information System (SDWIS), state drinking water information systems, laboratory information management systems (LIMS), ESRI GIS tools, and existing District reporting platforms. The awardee must provide implementation services including project planning, software configuration, data migration, training, deployment, and post-launch support. Evaluation criteria are weighted as follows: qualifications and experience (25%), technical review (35%), interview/presentation/demonstration (25%), cost/revenue (10%), and references (5%). A 5% local preference applies to vendors meeting specified criteria including headquarters location, employee residence, employment levels, sales tax reporting, business licensing, and debarment status. Proposers must secure general liability ($1 million), cyber liability ($1 million per occurrence/$2 million aggregate), and professional liability ($1 million per claim/$2 million aggregate) coverage. Submissions must be electronic through the County Electronic Procurement Network (ePro), and all proposals remain valid for nine months following the deadline.
