About this opportunity
The Michigan Department of Technology, Management, and Budget is requesting proposals for uniforms and logo wear procurement serving multiple state agencies, with proposals due July 15, 2026 at 3:00 p.m. Eastern and an optional pre-proposal meeting scheduled for June 15, 2026 at 1:00 p.m. Eastern via Microsoft Teams.
The scope encompasses standardized uniform items with embroidered logos, patches, or silk-screened identifiers across approximately 162 core items including BDU pants and tops, tactical wear, outerwear, fleece jackets, polo shirts, and footwear. The contractor must establish and maintain online ordering platforms for each participating agency (Department of Natural Resources, DTMB, Environment/Great Lakes and Energy, Agriculture and Rural Development, Health and Human Services, and others), manage inventory warehousing, provide embellishment services, and deliver all items within 21 days of order receipt. The contractor must integrate with MiLogin authentication via SAML or OpenID Connect, maintain ADA accessibility compliance, and support current browser versions. All services must be accessible over the internet with 99.98% monthly availability, response times under two seconds for 98% of transactions, and disaster recovery with 8-business-hour Recovery Point and Time Objectives.
The contract term is November 1, 2026 through October 31, 2029, with up to five additional one-year renewal periods at the State's sole discretion. Pricing is firm for the base contract years with any future adjustments requiring documented cost changes and mutual negotiation. Estimated lead times range from 50 to 1,590 days depending on product and embellishment. The State cannot guarantee minimum purchase volumes or annual spending levels. Bidders must provide pricing with and without embellishment, specify warehouse capabilities for unembellished inventory, and offer a minimum 15% discount off list price for items not included in Schedule B.
The contractor must maintain Commercial General Liability ($1,000,000 per occurrence), Cyber/Privacy and Security Liability ($1,000,000), and Crime/Fidelity Insurance ($1,000,000 employee theft). Data security requirements include FedRAMP authorization or annual SSAE 18 SOC 2 Type II audit based on NIST 800-53, FIPS-validated AES encryption of 128 bits or higher, multi-factor authentication for privileged access, quarterly application scanning, and monthly infrastructure scanning. The contractor must pay a 1% administrative fee on all State and extended purchasing program payments, with quarterly reporting. Written questions are due June 22, 2026 with answers posted by June 30. Evaluation is based on technical criteria (80 points required to advance to pricing evaluation) and best value to the State. Proposals become public records upon receipt. Solicitation Manager: Lisa Spitzley, 517-249-0440, SpitzleyL4@michigan.gov.
