About this opportunity
The Texas Facilities Commission is requesting proposals for Registered Accessibility Specialist services under RFP ESBD_529530, with proposals due July 24, 2026 at 3:00 p.m. via OpenGov. This is a contingent contract dependent on continued state funding availability.
RAS professionals will perform accessibility compliance services on TFC projects, including registering qualifying projects with the Texas Department of Licensing and Regulation, conducting plan reviews on construction documents, performing site inspections, and filing variances. All personnel performing onsite inspections must complete criminal background checks. Respondents must provide certificates of insurance meeting specified requirements and hold current Texas vendor registration via the AP-152 form.
The contract term runs from execution through August 31, 2026, with four optional one-year renewals. TFC anticipates making one or more awards but does not guarantee specific work volume, as project assignment and quantity vary by client agency demand. Pricing is submitted on Attachment D and includes separate fees for TDLR project registration (including the $175 TDLR required fee), TDLR variance filing (including the $175 TDLR required fee), and tiered plan review and inspection costs based on estimated project cost ranges. No additional fees are permitted after award.
Evaluation is weighted: company information (5%), relevant experience and qualifications (20%), proposed methodology (20%), quality and safety program (5%), and compensation and fees (50%). References and litigation history are evaluated on a pass/fail basis. Questions are due July 2, 2026 at 12:00 noon, with TFC responses posted by July 10, 2026. Proposals are submitted in three packages: required documentation and litigation history; scored evaluation materials; and compensation and fees.
