About this file
This is a Request for Proposals (RFP) issued by the Texas Facilities Commission (TFC) for Registered Accessibility Specialist (RAS) services. The solicitation seeks qualified RAS professionals to perform accessibility compliance services for TFC projects, including registering qualifying projects with the Texas Department of Licensing and Regulation (TDLR), conducting plan reviews on construction documents, performing site inspections, and filing variances as required. The RFP was issued on June 18, 2026, with a proposal submission deadline of July 24, 2026, at 3:00 PM via the OpenGov electronic procurement portal. A deadline for submission of questions is set for July 2, 2026, at 12:00 Noon, with TFC responses posted by July 10, 2026. The contract term begins upon execution and expires on August 31, 2026, with the option to renew for four additional one-year periods. TFC anticipates making one or more awards from this solicitation, though no specific work volume is guaranteed due to the variable nature and quantity of projects assigned by client agencies.
Pricing is submitted on Attachment D and includes separate fees for project registration to TDLR (including the $175 TDLR required fee), variance filing to TDLR (including the $175 TDLR required fee), and tiered plan review and inspection costs based on estimated project cost ranges. No additional fees are permitted after award. Respondents must submit proposals in three packages: required documentation including the execution of proposal and litigation history; scored evaluation materials covering relevant experience, qualifications, proposed methodology, and quality control programs; and compensation and fees. Proposals are evaluated on weighted criteria including company information (5%), relevant experience and qualifications (20%), proposed methodology (20%), quality and safety program (5%), and compensation and fees (50%), with references and litigation history evaluated on a pass/fail basis. The contract is contingent upon continued availability of state funding and is subject to the Texas Public Information Act. All personnel performing onsite inspections must complete criminal background checks. Respondents must provide certificates of insurance meeting specified requirements and comply with various state certifications and affirmations outlined in Attachment B.

d) TFC will not consider any exceptions or requests for modification to the proposed Contract that are submitted after the date and time for submission of Respondents’ proposals. Exceptions or requests submitted after this date cannot be considered as they create a possibility for a protest, which would delay award and execution. General statements of reservation of right to later review or negotiate additional items not included in the response prior to award will not be considered or allowed.
