About this opportunity

The Oregon Department of Human Services (ODHS), Office of Child Welfare Programs, is issuing a Request for Proposals (RFP S-10000-00015907) to procure mobile Child-Caring Agency (CCA) services for children and young adults ages 5 through 20 in state custody requiring supervision while in temporary lodging settings. The selected contractor(s) must be currently licensed as a Child Caring Agency under Oregon Administrative Rules and obtain licensure as a Homeless, Runaway, and Transitional Living Shelter prior to service delivery. Services must be provided statewide on a 24/7 basis with response capability within 24 hours of service requests, and contractors must be operational within six months of notice of intent to award. Key deliverables include staffing with supervisors holding bachelor's degrees in social services or related fields and direct care staff with associate degrees or minimum two years' experience with high-needs populations, maintenance of a 2:1 staff-to-client ratio, trauma-informed behavior management training, and provision of all transportation and lodging costs for both clients and staff. The evaluation criteria allocate 310 points to technical response elements covering qualifications, implementation plan, continuous learning, service and supervision, supporting holistic needs, and reporting, with an additional 130 points for budget and cost proposals, for a maximum total of 440 points. Proposals must include a singular daily fee-for-service rate excluding startup costs, identification of startup costs, and the minimum number of clients required for financial viability, along with three references from current or former clients for similar services within the past five years. Questions and clarification requests are due February 9, 2026, at 5:00 PM Pacific Time, with proposals due February 10, 2026, at 3:00 PM Pacific Time; ODHS anticipates issuing a notice of intent to award on approximately March 1, 2026, with an initial contract term of two years and options to renew for a cumulative maximum of six years.

The RFP encourages participation of certified disadvantaged business enterprises, including minority-owned businesses (MBE), woman-owned businesses (WBE), service-disabled veteran-owned (SDV), and emerging small businesses (ESB) as designated by the Oregon Certification Office for Business Inclusion and Diversity (COBID); proposers must complete and submit a Certified Disadvantaged Business Outreach Plan as part of their submission. All proposals must comply with Oregon tax law, nondiscrimination requirements in employment and subcontracting, equal wage payment requirements under ORS 652.220, and policies preventing sexual harassment and discrimination for contracts with anticipated prices of $150,000 or more, and proposers must certify they are not listed on federal exclusion lists. No specific funding amounts or budget ranges are stated in the RFP; contract pricing and financial viability are to be determined by proposer submission and evaluation. ODHS reserves the right to award multiple contracts and makes no guarantee regarding the number of clients referred to each contractor. The contractor must maintain comprehensive insurance coverage including Workers' Compensation, Commercial General Liability ($1,000,000 per occurrence/$3,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Professional Liability ($1,000,000 per claim/$2,000,000 aggregate), and Physical Abuse and Molestation Insurance ($1,000,000 per occurrence/$3,000,000 aggregate). All proposals must be submitted electronically through OregonBuys, the state's eProcurement system, and the single point of contact is Louie Thomas, ODHS Procurement Specialist, at louie.thomas@odhs.oregon.gov or (971) 283-4755.
