About this file
This is an Addendum 2 to a Request for Proposals (RFP S-10000-00015907) issued by the Oregon Department of Human Services (ODHS), Office of Child Welfare Programs, for mobile Child-Caring Agency (CCA) services. The RFP solicits proposals from contractors to provide 24/7 supervision services for children and young adults ages 5 through 20 in state custody requiring temporary lodging placement. Services must be provided statewide with a 24-hour response capability, and the selected contractor must be currently licensed as a Child Caring Agency under Oregon Administrative Rules and obtain licensure as a Homeless, Runaway, and Transitional Living Shelter prior to service delivery. The RFP required clarification requests by February 9, 2026, at 5:00 PM Pacific Time, with proposals due February 10, 2026, at 3:00 PM Pacific Time. ODHS anticipated issuing a notice of intent to award on approximately March 1, 2026, with an initial contract term of two years and options to renew for a cumulative maximum of six years.
This addendum constitutes the Notice of Intent to Award, informing all parties that ODHS intends to award the contract to Maple Star Oregon, Inc. DBA Clarvida, subject to resolution of any protests and successful contract negotiations. Protests to this Notice of Intent to Award must be submitted by 5:00 PM Pacific Time on Thursday, March 12, 2026, seven calendar days from the posting of the addendum in OregonBuys. The evaluation criteria allocated 310 points to technical response elements and 130 points to budget and cost proposals for a maximum of 440 points. Proposers were required to submit a singular daily fee-for-service rate, identify startup costs, specify the minimum number of clients required for financial viability, and provide three references from current or former clients for similar services within the past five years. Contractors must maintain comprehensive insurance coverage including Workers' Compensation, Commercial General Liability ($1,000,000 per occurrence/$3,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Professional Liability ($1,000,000 per claim/$2,000,000 aggregate), and Physical Abuse and Molestation Insurance ($1,000,000 per occurrence/$3,000,000 aggregate). ODHS reserves the right to award multiple contracts and makes no guarantee regarding the number of clients referred to each contractor.
