About this opportunity
Michigan Bureau of State Lottery is requesting proposals for two independent videographers to record lottery drawings at WDIV-TV studios in Detroit, with proposals due September 21, 2026 at 3:00 p.m. Eastern Time and questions due by September 7, 2026. This RFP will result in two separate three-year contracts (with two optional years available) — one covering approximately 45 working days per year and one covering approximately 25 working days per year.
Scope includes recording all Sunday drawings (midday 12:00–1:00 p.m. and evening 6:30–7:30 p.m.) and supplemental weekday drawings (approximately 5–10 annually) at the studios located at 550 W. Lafayette Boulevard, Detroit. Contractors must also maintain availability for emergency drawings with notice ranging from hours to a week in advance and remain available for at least two Sundays monthly and five consecutive Sundays. The State provides all video equipment and camera specifications; contractors supply their own transportation. Deliverables remain on floppy disks in the video camera. Mandatory qualifications include camera operation knowledge, availability to work days, evenings, weekends, and holidays, and maintenance of current contact information and a working email account. The State reserves the right to conduct background checks on all owners, officers, employees, and subcontractors at vendor expense. Single individual contractors are required; subcontractor networks are not acceptable, though emergency backup coverage availability is expected.
Technical evaluation (100 points) weights service capabilities (20%), availability (40%), vendor experience (10%), and prior experience (30%). Proposals scoring 80 points or higher advance to price evaluation. Pricing must be submitted on a per-drawing basis in modifiable format (Microsoft Word or Excel) and include all costs encompassing one-time setup charges, fees, and ancillary expenses. Proposals must include five years of sales figures. Anticipated contract begin date is October 1, 2026. All proposals become public records upon receipt. Award recommendations will be posted on the SIGMA VSS website; bidders may file written protests within three business days of posting.
