About this file

This is a Question and Answer document for an RFP issued by the State of Michigan for videographer services to record Michigan Lottery drawings. The contract involves videographing lottery drawings at WDIV Local 4 studios located at 550 W. Lafayette Boulevard in Detroit, Michigan. The primary responsibility is recording two drawings on Sundays—a midday drawing from 12:00 pm to 1:00 pm and an evening drawing from 6:30 pm to 7:30 pm—with each appearance typically lasting one hour. Bidders may submit proposals for either or both a 45-day contract and a 25-day contract option. Additionally, contractors should anticipate covering 5 to 10 supplemental drawings annually occurring on weekdays at approximately 1:00 pm and 7:15 pm, as well as emergency drawings that may occur on any day with notice ranging from hours to a week in advance. The State provides a 6 to 12-month advance schedule of assignments and requires single individual contractors rather than subcontractor networks, though emergency backup coverage availability is expected.

Pricing must be submitted on a per-drawing basis in a modifiable format such as Microsoft Word or Excel, with proposals required to include all costs encompassing one-time setup charges, fees, and any other potential expenses. The State of Michigan supplies all video equipment; contractors are not responsible for providing or specifying camera models, resolution, formats, or audio specifications. Video deliverables remain on floppy disks in the video camera following each recording, with the full-time Drawing Manager responsible for removing videos periodically throughout the contract year. Proposals must include five years of sales figures, which may be requested for redaction from public copies if designated confidential in the response. Failure to complete the pricing schedule as requested will result in proposal disqualification.
