About this opportunity

The State of Michigan Department of Technology, Management and Budget is requesting proposals for a JCB Skid Steer with Teleskid and attachments for the Michigan Veteran Home at D.J. Jacobetti under RFP 260000002475, with proposals due September 7, 2026 at 3:00 p.m. Eastern. Written questions are due August 31, 2026 at 3:00 p.m. Eastern, with answers posted September 1. Federal funding applies; the Schedule D Federal Provisions Addendum establishes mandatory compliance requirements including debarment verification through SAM, McCain Act covered-telecommunications prohibitions, domestic procurement preferences, and affirmative socioeconomic steps for small and minority-business subcontracting. The State may consider Service-Disabled Veteran-Owned Business qualifications under MCL Section 18.1261.

The procurement specifies a complete JCB Skid Steer with 3TS-8T Teleskid (T4) NA Series 3.2, 450MM wide rubber track, heated and air-conditioned cab with JCB controls and 7-way joysticks, high-flow hydraulics with creep speed, and three attachments: Erskine 84" SBX 360 Snowblower, 48" Pallet Forks, and 84" Landscape Bucket. Delivery is required on or before September 29, 2026 between 8:00 a.m. and 4:30 p.m. at 425 Fisher Street, Marquette, Michigan 49855. Installation and dealer setup must be completed within one calendar day of delivery. The contractor must provide a trade-in allowance for an existing 1996 Case 1845C Skid Steer with Erskine snowblower and forks and maintain comprehensive warranties covering the full contract term.

Evaluation is weighted 30 percent pricing (Schedule B), 35 percent delivery capabilities (Schedule A Section 15), and 35 percent vendor qualifications (Vendor Questions Worksheet). Proposals must score a minimum of 80 points to have pricing evaluated and be considered for award. The State reserves the right to award on best value rather than lowest price. Contracts valued at $250,000 or more require State Administrative Board approval. All proposals must be submitted electronically through SIGMA VSS in modifiable native formats with individual files not exceeding 30 MB. A Confidential Treatment Form must be submitted with every proposal. Bidders must disclose experience through three relevant projects of similar size and scope from the past five years, including project descriptions, budgets, timelines, and measurable results. The State's Contract Administrator is Jeff Radulski (Buyer), and Program Manager is Brian Elenich. Contractors must appoint a dedicated Program Manager available Monday through Friday 8:00 a.m. to 4:30 p.m. and provide customer service and technical support during those hours.
