About this opportunity

The Ellwood City Area School District in Lawrence County, Pennsylvania is issuing a Request for Proposal (RFP) for comprehensive fire alarm system testing, inspection, maintenance, and emergency repair services across four district facilities. The procurement seeks qualified vendors to provide services that ensure NFPA compliance and life safety system reliability through annual and semi-annual functional testing of all initiating and notification devices, sensitivity testing of smoke detectors, battery and component replacement, and complete documentation of all inspections. The four facilities requiring service include 501 Crescent Ave (Siemens NPRO system with 75 notification appliances, 51 pull stations, and 17 detection devices), 410 4th St Elementary (Simplex 4100/4020 system with 106 notification appliances, 25 smoke detectors, and 8 duct sensors), 619 Portersville Rd (Simplex 4010 system with 70 notification appliances, 11 pull stations, and 2 smoke detectors), and 501 Orchard Ave (Simplex 4007ES system with 33 notification appliances, 37 smoke detectors, and 10 pull stations). Qualified vendors must demonstrate experience with both Siemens and Simplex fire alarm platforms, provide proof of NICET certification for lead technicians, submit at least three references from similar Pennsylvania K-12 school districts, and guarantee a response window for emergency onsite service calls. Proposers must submit transparent pricing models including specific flat fees per building for annual inspection and service agreements, hourly rates for onsite control and technician labor during standard business hours, hourly rates for emergency and after-hours labor for nights, weekends, and holidays, and materials markup as a percentage over wholesale cost. All proposals must be electronically submitted via PennBid by 12:00 PM Local Time on March 24, 2026, with the contract period running from January 1, 2027 through December 31, 2027. Questions must be submitted electronically through PennBid's "Ask a Question" feature, and proposal documents are available at no cost on PennBid at https://pennbid.bonfirehub.com/.

The RFP documentation does not specify any set-aside designations or restrictions on the types of organizations eligible to respond, nor does it indicate disadvantaged enterprise requirements or preferences. No incumbent vendors or current contractors are identified in the available procurement materials. The existing infrastructure involves established fire alarm systems from two major manufacturers—Siemens and Simplex—which vendors must be capable of servicing and integrating with ongoing maintenance operations. The District reserves the right to accept or reject any or all proposals submitted. No specific award value or budget range is disclosed in the procurement announcement, and interested vendors must consult the full RFP document available on PennBid for detailed pricing expectations and contract terms.
