About this file

This is a Request for Proposal (RFP) issued by the Ellwood City Area School District in Pennsylvania for comprehensive security and fire alarm monitoring, maintenance, and emergency repair services across four district facilities. The scope of services includes 24/7 alarm system monitoring, preventative maintenance and annual testing for fire alarm systems to ensure NFPA and local/state regulatory compliance, and emergency repair and troubleshooting services for system faults including NAC circuit troubleshooting, booster panel replacement, power supply and battery replacement, and output circuit resolution. The four facilities requiring coverage are Lincoln High School (501 Crescent Ave), Perry Lower Intermediate (619/627 Portersville Road), Elementary School (410 4th St), and 501 Orchard Ave Facility, each equipped with different fire alarm system platforms (Siemens NPRO, Simplex 4010, Simplex 4100/4020, and Simplex 4007ES respectively). The existing infrastructure includes numerous components across all locations: a combined total of 4 main panels, multiple power supplies and NACs, batteries, annunciators, over 90 smoke detectors and heat detectors, 79 pull stations, and approximately 293 notification appliances. All proposals must be electronically submitted via PennBid by 12:00 PM Local Time on March 24, 2026, with the contract period commencing January 1, 2027 through December 31, 2027.

Bidders must provide itemized annual pricing structures per location with specified policies on rate increase caps, consolidated annual billing for all district locations, acknowledgment of Net 30 payment terms and acceptance of ACH/EFT or check payments without excessive surcharges, and guaranteed emergency repair dispatch response times. The RFP does not disclose a specific budget range or award value, and no set-aside designations, disadvantaged enterprise requirements, or incumbent vendor information are identified in the procurement materials. Qualified vendors must demonstrate experience with both Siemens and Simplex fire alarm systems, submit NICET certification proof for lead technicians, and provide at least three references from similar Pennsylvania K-12 school districts. Proposal documents are available at no cost on PennBid, and questions must be submitted electronically through the platform's "Ask a Question" feature. The District reserves the right to accept or reject any or all proposals submitted.
