About this opportunity
The State of Michigan is requesting proposals for an Early Site Package project in Van Buren County with a proposal due date of June 30, 2026. Addendum 1 was issued on June 23, 2026 and supersedes corresponding sections of the base RFP; bidders must acknowledge and incorporate the addendum or face proposal rejection.
The Early Site Package encompasses site characterization, permitting support, engineering studies, and environmental assessments across multiple work packages and disciplinary areas. The project is administered through the Michigan Collaboration Services (MCS) BP4ESP consortium and includes tennis facility work involving a berm feature and site preparation activities such as demolition, site clearing, grading, and utility relocations. Work scope specifications establish detailed technical requirements, documentation standards, and performance metrics that bidders must address in their proposals.
Prevailing wage rates for skilled trades and labor classifications apply to this state-funded project; journeyman straight-time wages range from approximately $36.87 per hour for Laborers in Landscaping to $110.76 per hour for Elevator Constructors, with separate rates for apprenticeship levels and jurisdictional variations across Van Buren County townships and cities.
AVB Construction is the construction manager overseeing the project at Mattawan, Michigan (Project No. AVB-26-515). Subcontractors must submit full insurance documentation including $1,000,000 general liability per occurrence, $1,000,000 automobile liability, and $1,000,000 umbrella coverage prior to work commencement, with AVB Construction named as certificate holder. Monthly payment submissions are due by the 25th with processing between the 25th and 30th of the following month, subject to ten percent retainage. Subcontractors must comply with the AVB Construction Health and Safety Program, including mandatory 100% continuous fall protection for work at six feet or greater elevation, daily toolbox safety meetings with documented attendance, and MIOSHA and OSHA standards. Change order overhead and profit are limited to ten percent for direct work and five percent for sub-subcontractor work.
Bidders must review both the base RFP and Addendum 1 in their entirety and comply with all terms, conditions, and format requirements specified in the Bidder's Instructions document. MWBE participation may apply where applicable to the specific scope.
