About this opportunity

The Oregon Department of Administrative Services, State Procurement Services, is requesting proposals for conservatorship investment advisory services for the Oregon Department of Veterans Affairs (ODVA) under RFP S-DASOBO-00017122, with proposals due June 24, 2026 at 10:00 AM Pacific Time. The State encourages participation of certified disadvantaged business enterprises, minority-owned businesses, women-owned businesses, service-disabled veteran-owned businesses, and emerging small businesses, though no set-aside or preference percentage is specified.

The scope encompasses investment consultation and management for the ODVA Conservatorship Program serving Protected Persons (veterans and families deemed financially incapable of managing their own resources). The contractor will review existing investment portfolios, manage conservatorship investment needs, assess clients for future investment needs, and provide consultation and training to ODVA staff. The contractor serves as the primary point of contact for conservatorship assets and platforms, conducts portfolio reviews for person-centered resource utilization, determines client risk thresholds, forecasts market trends, and implements approved investment actions. Communications occur via email, facsimile, phone, or encrypted channels for sensitive information.

The contract requires a Key Person with a minimum of seven years of experience in financial advising and/or conservatorship services and significant investment experience. The contractor must obtain and maintain Commercial General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million combined single limit), Professional Liability ($5 million per claim / $10 million aggregate), and Network Security and Privacy Liability ($1 million per claim).

The anticipated initial term is two years with options to renew for additional terms. Pricing may be structured as hourly rates, fee-based percentages, or other fee schedules, with prices firm for 180 days from the RFP opening date. The contract value is not disclosed in the RFP.

Evaluation uses a 100-point scoring system: Technical Proposal (40 points), Implementation Plan (30 points), and Price Proposal (30 points). Questions are due June 17, 2026 at 10:00 AM, with responses provided by June 19. The Notice of Intent to Award is anticipated for approximately July 1, 2026, followed by a seven-calendar-day protest period. No pre-proposal conference will be held.
