About this file

This document is a Questions and Answers addendum to RFP S-DASOBO-00017122 for Conservatorship Investment Services, issued by the Oregon Department of Administrative Services, State Procurement Services, on behalf of the Oregon Department of Veterans Affairs. The RFP seeks proposals for professional investment advisory services to manage the ODVA Conservatorship Program, which serves Protected Persons (veterans and families unable to manage their own financial resources). The contractor will review existing investment portfolios, manage conservatorship investment needs, assess clients for future investment requirements, and provide consultation and training to ODVA staff. The initial RFP was canceled and reissued in the best interest of the State. Proposals are due June 24, 2026, at 10:00 AM Pacific Time, with questions due by June 19, 2026. The anticipated Notice of Intent to Award is July 1, 2026, followed by a seven-calendar-day protest period. The contract term is two years with options to renew for additional terms. No pre-proposal conference will be held.

The conservatorship program currently manages approximately $1,045,167 in investments and approximately $23,000 in bonds across individual accounts with varying cash flow conditions. Pricing may be structured as hourly rates, fee-based percentages, or other fee schedules, with prices firm for 180 days from the RFP opening date. The contractor must designate a Key Person with a minimum of seven years of experience in financial advising and/or conservatorship services and provide specified insurance coverage, including Commercial General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million combined single limit), Professional Liability ($5 million per claim / $10 million aggregate), and Network Security and Privacy Liability ($1 million per claim). The State encourages participation from certified disadvantaged business enterprises, minority-owned businesses, women-owned businesses, service-disabled veteran-owned businesses, and emerging small businesses, though no set-aside or preference percentage is specified. Evaluation uses a 100-point scoring system: Technical Proposal (40 points), Implementation Plan (30 points), and Price Proposal (30 points).
