About this opportunity
Charlevoix Public Schools has issued a Request for Proposal for a comprehensive Temperature Control/Facility Management Control System (FMCS) upgrade at Charlevoix Middle/High School (CMHS). The procurement involves replacement and upgrade of the existing Building Automation System (BAS) and associated HVAC controls, including deployment of Niagara Framework N4 software, migration of elementary school configurations, development of high school graphical interfaces, removal and replacement of unitary controllers with native BACnet controllers, replacement of legacy Trane controls in the gym addition, and installation of a BACnet-compatible Tekmar snowmelt controller. Key deliverables include integration of all devices into a unified front-end system, replacement of space temperature, CO2, and duct pressure sensors with addition of mixed air and discharge air sensors, VAV box calibration and Test & Balance coordination, fan status monitoring installation, eight hours of operator training, and as-built documentation in AutoCAD or Visio format. Bidders must be actively engaged DDC system installers, factory-authorized or certified integrators of proposed manufacturers (KMC Controls, Siemens, Honeywell, Johnson Controls, Veris, ACI, or Belimo), maintain a local service office within 75 miles of CMHS, provide remote diagnostic capability within one working day, and provide Test and Balance services. The pre-bid meeting is scheduled for March 4, 2026 at 2:00 PM at CMHS Main Office; the RFI deadline is March 9 at noon; the final addendum will be issued March 11; and sealed bids are due March 12, 2026 at 2:00 PM at Charlevoix Central Office, 104 E. St. Marys Drive, Charlevoix, MI 49720. The anticipated project start date is June 2026 with substantial completion required by December 31, 2026. All work must comply with ANSI/ASHRAE/ISO 135 BACnet standards and be accessible via standard web browsers without proprietary software.
Charlevoix Public Schools reserves the right to select Michigan-based businesses over out-of-state companies under PA 431, creating a preference for in-state contractors. Controllers carry a three-year warranty with peripheral devices, materials, and workmanship warranted for one year; the contractor must provide 24-hour response time for warranty service and allow remote diagnostic access. Pricing is submitted as a lump sum base bid with progressive payment terms calculated at 90 percent of work completed prior to substantial completion, increasing to 95 percent upon substantial completion, with 10 percent retainage withheld until final acceptance. Final payment is contingent upon completion of operator training, delivery of as-built documentation, submission of all required materials, and successful system acceptance testing. All contractor employees required to be onsite must meet the District's background check requirements. The RFP does not specify a budget range or award value in the available documentation, though pricing will be evaluated as part of the lump sum base bid submission process.
