About this opportunity

The Confederated Tribes of Siletz Indians (CTSI), a sovereign Tribal government located in Siletz, Oregon, is soliciting architectural and engineering services through this Request for Proposal (RFP) for the design of a new approximately 40,000 square-foot, one-story museum facility on a 14.11-acre parcel. The museum will serve as a cultural education space for the Tribal Community and will house collections areas, exhibits, office spaces, cultural education facilities, parking, and landscaping. The design must meet Type I or II fire-rated standards with LEED Silver certification (LEED Platinum preferred) and must comply with museum industry standards for artifact preservation and protection, including environmental controls for temperature and relative humidity stability and disaster resilience for earthquakes, floods, wildfires, and high winds. The facility must integrate with an adjacent Recreation Center. Qualified firms must be licensed architectural and/or engineering service providers in Oregon with a professional engineer or architect registered and in good standing in the state, and must demonstrate proven experience within the last three years. Proposal submissions are due March 9, 2026, at 4:30 PM Pacific Time to Sharla Strong at sharlas@ctsi.nsn.us, with proposals not to exceed 50 pages excluding appendices and a maximum email file size of 150 MB. Finalist presentations are scheduled for April 1, 2026, contract award notification by April 20, 2026, and project kickoff on June 1, 2026. Proposals will be evaluated on a 100-point scale: Price (30 points), Experience and Capability (30 points), Seismic and Sustainable Design Expertise (15 points), Indian Preference (15 points), References and Past Performance (5 points), and Evidence of Completeness and Quality (5 points).

Indian-owned and controlled companies demonstrating 51% or greater ownership and control will receive preference points in accordance with CTSI Tribal Code and federal law, representing a significant set-aside designation for this procurement. Offerors must submit a fixed-price fee proposal itemized by design phase, complete disclosure of all sub-contractors, proof of Oregon licensure, and references. No specific incumbent vendors or current contractors are identified in the procurement documents, and no budget range or award value is specified. The project will require integration with the adjacent Recreation Center as part of the design scope. Prospective bidders should note that the RFP was posted January 29, 2026, providing approximately six weeks for proposal preparation and submission.
