About this file

This is a Questions and Answers Addendum document issued by the Confederated Tribes of Siletz Indians (CTSI) for a Request for Proposal to procure architectural and engineering services for the design of a new approximately 40,000 square-foot, one-story museum facility on a 14.11-acre parcel in Siletz, Oregon. The project encompasses full A/E services through construction documents and bid-ready deliverables, with the selected firm expected to provide cost estimating and answer questions during construction. The RFP originally required proposal submissions by March 9, 2026, but this addendum extended the deadline to March 23, 2026, at 4:30 PM Pacific Time. Finalist presentations were rescheduled to April 22, 2026, with contract award notification by May 18, 2026, and project kickoff on July 1, 2026. The document clarifies that no independent site visits or pre-proposal meetings with CTSI staff will be permitted, with all questions directed solely to Sharla Strong at sharlas@ctsi.nsn.us. Design phases include Interpretive Master Plan, Concept Design, Schematic Design, Design Development, and Final Design, with proposals limited to 50 pages excluding appendices.

CTSI will not disclose project budgets or construction cost targets to bidders and does not share budget information for any project aspects. The RFP requires offerors to have proven experience as a licensed architectural and/or engineering service provider in Oregon within the last three years, though out-of-state firms may bid if their service providers meet Oregon licensing requirements; international firms are also considered. CTSI's Indian-preference policy awards 15 points exclusively to the lead proposing firm demonstrating 51 percent or greater ownership and control by members of a federally recognized tribe, with no points awarded to subcontractors or employees. A geotechnical survey and report will be completed and provided to the selected firm; geotechnical engineering services are optional for the design team. CTSI requires the selected contractor to be bonded, with bonding details to be negotiated during the contract process, and retains tribal sovereign immunity without waiver. The evaluation criteria allocate 30 points for price, 30 points for experience and capability, 15 points for seismic and sustainable design expertise, 15 points for Indian preference, 5 points for references and past performance, and 5 points for evidence of completeness and quality. Profit and overhead line items are optional, and CTSI requests detailed cost breakdowns by design phase with full disclosure of all subcontractor information.

Addendum update will be posted on our website on March 18th with the new questions and answers.

CTSI posts all RFPs on our website: https://ctsi.nsn.us/request-for-proposals/

Contact Person? Phone Calls, Meetings with CTSI, Site Visits/Tour? Questions?

We wanted to ask whether independent site visits are permitted, or if there may be an opportunity for a guided site tour?

Sharla Strong is the point of contact for this RFP. Please do not contact anyone at CTSI regarding this RFP besides Sharla Strong. Please submit questions in writing via email to Sharla Strong sharlas@ctsi.nsn.us. Only call Sharla Strong for urgent issues, such as technical problems.

We are not taking meetings or hosting site tours regarding this RFP.

The RFP cover page states: Companies may not communicate with any CTSI staff or related third-parties regarding this RFP other than the CTSI contact. Doing so may result in immediate rejection of that Offeror from the process.

It sounds like there will not be a site visit or pre-proposal meeting. Can proposers visit the site on their own or would you prefer we did not?

There is not much to see on the site. It is an open field. The recreation center is under construction to the East of the future museum site. We are not inviting people on-site.

Please do not talk to anyone at CTSI besides myself, as I am the point of contact.

Whenever convenient, I’d welcome a brief call.

Our procurement process is quite strict, so I am not taking meetings with potential bidders. Please submit your questions to me via email.

Would it be possible for you, or another representative from the Tribe involved in the project, to meet with us during that visit? We would greatly appreciate the chance to introduce ourselves in person and tour the site.

We are not taking meetings with potential bidders. I have also been reminding bidders not to reach out to anyone at CTSI besides myself, as I [Sharla Strong] am the point of contact.

Please submit your questions to me via email.

Do you have a list of questions asked thus far and responses for us to review, if able?

UPDATED SINCE QUESTION WAS ASKED: As per the Addendum and deadline extension posted on 3/6/2026, CTSI established the deadline to submit questions as 3/13/2026. CTSI is providing all Questions and Answers on 3/18/2026.

Who will be on this RFP’s selection committee?

This is information is not disclosed to bidding firms.

Will these be the same individuals as will be involved in the project as stakeholders representing the tribe that will be collaborating with the selected architect/engineer team and the exhibit design team?

This information is not disclosed to bidding firms.

In-Person Meetings?

Does CTSI have a target number of in-person meetings each respondent should budget for (e.g., Community Engagement, Town Hall Style Update

Presentations, or CTSI Leadership Briefings) throughout design as well as the number of Architect/Engineering visits during construction?

The selected firm will work directly with the CTSI Museum project team. We estimate weekly Zoom meetings and once a month in person meetings to begin with, and will adjust as needed. Please feel free to provide your recommended number of in-person meetings and/or visits for us to consider.

Finalist Presentations?

Is CTSI seeking to hold in-person (or virtual) interviews with finalist A-E firms?

Is there a preference for this?

In-person is optional, we expect most will elect to do virtual. Only 2 finalists will be selected to present.

Review of plans?

Which agencies or departments are expected to review and approve the plans?

The Education & Cultural Programs Director is overseeing this project. This position answers to our CEO. We are not limited to the below anticipated check points, but below is a guide:

• Interpretive Master Plan

• Concept Design

• Schematic Design

• Design Development

• Final Design

How to submit proposal?

The RFP indicates that proposals may be submitted via email or by mail/courier. Could you please confirm whether electronic submission alone is sufficient, or if a hard copy submission is also required?

Email, mail or courier are all acceptable ways to submit your proposal. Our procurement policy prohibits potential bidders from contacting anyone other than the staff assigned to the RFP, which is myself. So, I [Sharla Strong] am your point of contact.

Construction inquires? Construction estimating?

We reviewed the recent RFP posted for A/E for New Museum Building and have a quick question. If known, what is the anticipated schedule for bidding and construction of this project?

Our current RFP is for design only. We will release a separate RFP for construction once we have completed our design process for the building and for the exhibit design.

What delivery method you plan on utilizing for contractor selection and if you had a rough timeline?

How will CTSI procure the construction (e.g., is the delivery method assumed to be Design-Bid-Build, will a CM be engaged during design)?

Our current RFP is for design only. We will release a separate RFP for construction once we have completed our design process for the building and for the exhibit design. CTSI would like the selected A/E firm to provide an estimate of the construction cost. We expect that the selected A/E firm will assist with change orders, etc. CTSI is seeking full A/E services through as-designed construction documents and bid-ready deliverables, and the selected firm will be expected to answer questions during construction. We are interested in knowing of additional or unique offerings that firms can provide.

I know you are currently seeking architects and the process for general contractors is down the road a little ways...

Thank you for your interest in our museum. We will be releasing a separate RFP for the museum construction at a future date. I encourage you to keep an eye out for future RFPs on our CTSI website. https://ctsi.nsn.us/request-for-proposals/

Cost estimating is mentioned as part of the scope of work on page 10 but is not included on the fee proposal page. Can you please clarify if we should include Cost Estimating services? Or if CTSI will use the services of a general contractor for cost estimating services.

CTSI would like the selected A/E firm to provide an estimate of the construction cost. CTSI will release a separate RFP to solicit bids for the museum Construction.

Has CTSI identified a preferred project delivery method (for example, Design– Bid–Build or CM/GC), or is this to be determined during later project phases?

CTSI will release a separate RFP to solicit bids for a construction company.

Are there plans to engage a construction manager during the design phase?

Do you anticipate engaging a cost estimator for milestone reviews, or should this consultant be included as part of the A/E team?

Our current RFP is for design only. CTSI would like the selected A/E firm to provide an estimate of the construction cost. CTSI will release a separate RFP to solicit bids for the museum Construction. You are welcome to sub-contract cost estimating for milestone reviews.

Do you have a preferred GC’s list? Do you anticipate engagement with pre-construction services with them?

What construction contracting method does the Tribe anticipate deploying on the project?

Does CTSI intend to solicit the project for Construction Management or General Contracting services?

Our current RFP is for design only. We will release a separate RFP for construction once we have completed our design process for the building and for the exhibit design.

The RFP references both conceptual design and complete construction drawings. Could you please confirm whether CTSI is seeking full A/E services through construction documents and bid-ready deliverables, and whether construction administration services are anticipated or excluded from this procurement?

CTSI is seeking full A/E services through as-designed construction documents and bid-ready deliverables, and the selected firm will be expected to answer questions during construction. We are interested in knowing of additional or unique offerings that firms can provide.

CTSI will release a separate RFP to solicit bids for a construction company.

Consultants?

We wanted to inquire about consultant teaming options. Do you currently have preferred firms for disciplines such as MEP and civil engineering? We have a list of well-qualified consultants but would be happy to follow any preferences you might have.

In the RFP, we request subcontractor information. We do not have preferred firms, we wish for you to provide your best qualified consultants to meet our project needs.

Licensing?

Professional Licensure. Usually we just list whoʻs licensed in what and then the license number in a written statement. I just want to make sure our team members are not shorted due to a formality.

The RFP requires that offerors have proven experience in the State of Oregon, and that service providers on the project be certified, licensed, or registered, as appropriate, in the State of Oregon for their specialty. An out-of-state firm is not automatically precluded from providing a bid as long as those requirements are met.

Is the project on trust land? If not, will Tribe place the land in trust down the road? If the project is on trust land, is an Oregon-licensed architect required by the Tribe?

It is currently a fee parcel and will be placed into trust after the museum is built. The RFP requires that offerors have proven experience in the State of Oregon, and that service providers on the project be certified, licensed, or registered, as appropriate, in the State of Oregon for their specialty. An out-of-state firm is not automatically precluded from

While we have plenty of similar project experience throughout the United States, we are from [redacted] and have not done a project in Oregon. Will this be an immediate disqualifier or can we still submit our proposal and qualifications? We don’t want to waste our time if this is an immediate disqualifier, but we are willing to submit a proposal if it will be given a fair and honest review, despite this lack of experience in Oregon.

Please note the Minimum Qualifications and Requirements in Part III of the RFP: Offeror must have proven experience from within the last three years as a licensed architectural and/or engineering service provider in the State of Oregon.

International?

Is the CTSI interested in considering large international design architects?

(assuming we partner with a local architect) We will consider all proposals, domestic and international.

Prior Design/Studies? Size? Program?

We were also hoping you could share whether any prior studies or early design work have been completed for the project, or if this represents the first design RFP for the museum?

There are no prior studies or early design work completed for this new museum site, so this is our first design RFP. CTSI is currently procuring a Geotech survey and report.

How was the 40,000 sq ft size of the museum determined?

We are estimating based on sizes of other Tribal museums in the Pacific Northwest, size of our current and estimated growth of our collections, and estimated visiting group sizes.

Has the museum previously commissioned the development of an itemized space program that includes square footages for the desired program spaces, or will one need to be completed as part of the scope of work?

No formal programming study has been conducted previously.

Has any conceptual design work been completed to date? If so, can those drawings be shared with bidders?

There are no prior studies or early design work completed for this new museum site, so this is our first design RFP.

The RFP includes a detailed spatial and environmental program. Could you advise whether this program was developed internally by CTSI or with the assistance of a museum planning, collections, or exhibit consultant? Is the program considered fixed, or is refinement anticipated during the design process?

The temperature/humidity goals are based on museum industry standards and much of the planning has been developed internally. The program will likely need to be refined during the design process.

Are there any existing site studies, reports, or background materials that the Tribe is able to share to inform proposal development?

No, not at this time.

How did the CTSI arrive at a target square footage of 40,000 SF?

We are estimating based on sizes of other Tribal museums in the Pacific Northwest, size of our current and estimated growth of our collections, and estimated visiting group sizes.

Can CTSI confirm if there is an anticipated square footage range that the selected Architecture/Engineering Team will need to work within?

We have estimated a building roughly 40K sq. ft. Exact square footage will be determined during design phase.

Are the spaces outlined in Building Areas and Rooms assumed to be the known building program that will be further defined with A-E team during the design process?

The building program will need to be refined during the design process.

Recreation Center?

Is it possible to provide plans for the new Recreation Center at 471 SW Swan adjacent to the site? A site plan would be especially helpful.

I do not have the plans for the Rec site and do not have authority to share that information with other potential bidders.

Does CTSI have a preference on the Mechanical, Electrical, Plumbing subconsultant? Understanding you have the recreation center currently under construction, we were curious if you would like us to reach out to the MEP subconsultant on that project.

CTSI does not have preferred subconsultants. Our tribal government procurement process is quite strict, so please do not contact anyone at CTSI or affiliated with CTSI regarding this RFP. I [Sharla Strong] am the sole point of contact for questions.

Are you able to share a site plan with the rec center and adjacent proposed project site?

Sorry, I don’t have that information to share.

Previous Design?

Can you tell us more about the design process undertaken, what was actually built, and how it relates to the current solicitation?

CTSI has not built a museum. The project has changed to reflect a new build site and necessitates a new design.

FAQ Answer:

This project has the same meaning to the Siletz people, but will be a new design and build.

The museum will be built on a different site with more space. This is our first museum and our collections will eventually be moved into the new museum.

Scope?

Landscape Architectural services are not listed but are mentioned on page 3 as part of the scope of work. Can you please clarify if we should include a Landscape Architect on our team? Landscape is not included on the fee page It would be appropriate to include a landscape Architect in your proposal. We are interested to know of additional or unique offerings that firms can provide. Feel free to provide that information with examples and associated costs.

Is the design team to include the Museum media and exhibit display designer on our team, or will they be under a direct agreement with the Owner?

We have 2 open RFPs, one for A/E and the other for Exhibits.

Should the proposal include traffic engineering and analysis support, or is that anticipated to be provided by others?

Please include this in your proposal.

Is the Tribe planning to use timber resources from their own lands for the project?

This will be determined during the design process.

Are there other future developments within the project limits being considered?

Yes, we would like to plan for expansion of the museum in the coming years.

The RFQ/P references ADA compliance. Will there be a requirement to include an accessibility consultant as part of the project team?

The RFP requires that offerors have proven experience in the State of Oregon, and that service providers on the project be certified, licensed, or registered, as appropriate, in the State of Oregon for their specialty.

CTSI requires contractors to monitor and maintain compliance with all applicable laws, including state licensing requirements, as part of the final contract.

We understand that community engagement will be an important component of the project. Can you provide further detail regarding the anticipated scope, format, or expectations for engagement activities?

No broader community engagement is included in the RFP. Please do not contact anyone at CTSI besides myself, as I [Sharla Strong] am the point of contact for this RFP.

To what extent does the CTSI envision the larger community to be involved in the design process?

No broader community engagement is included in the RFP.

The RFQ/P notes that the proposed structure will be a one-storey building.

Could you provide any additional background or rationale for this direction, or indicate whether alternative approaches may be considered?

We prefer a one-story building because that will be safest for our collections.

We are assuming that a Landscape architect is a critical component of the team. We didn’t see mention of this role in the RFP specifically, though, so wanted to ask if there was any specific reason why one wasn’t mentioned?

There is not a reason that it wasn’t listed. Appendix A is for the submitting firm to provide a list of their design team. We are interested to know of additional or unique offerings that firms can provide. Feel free to provide that information with examples and associated costs. (Ex: Landscape Architecture)

I am reaching out regarding the RFP for Architect and Engineering Services for the Museum (Bid #S-X21600-00015882). Our team is reviewing the project requirements, and we would like to clarify if the scope of services includes or requires laser scanning of the existing site or structures.

I do not believe we will necessitate this service.

Receiving Area / Recessed Dock Requirements

Does CTSI desire the receiving area to have a recessed dock?

If so, please define how many dock bays are desired.

Signage / Wayfinding (Incl. Exterior Signage): Are Environmental Graphics and Wayfinding design services (ADA signage, wayfinding signage, exterior entry/monumental signage, building signage, etc.) expected to be provided as part of the AE proposal?

Yes. We are interested to know of additional or unique offerings that firms can provide.

Feel free to provide that information with examples and associated costs.

Are marketing-level rendering services expected to be provided as part of the A-E proposal?

You may provide this in your proposal. We are interested to know of additional or unique offerings that firms can provide. Feel free to provide that information with examples and associated costs.

FF&E?

Are furniture, fixtures and equipment (FF&E) services expected to be provided as a part of the A-E fee proposal?

You may provide FFE in your services in your proposal. We are interested to know of additional or unique offerings that firms can provide. Feel free to provide that information with examples and associated costs.

Cafe?

Page 5 lists café seating but I don’t see café service area and back of house kitchen listed explicitly. There is a Kitchen listed under Cultural Education Area on page 6, but this seems separate from the café. Please confirm.

We are not planning to have a real café in the lobby area, the café seating is a landing place for families who have kids who want to buy concessions/chips/etc. from the gift shop.

Can CTSI clarify the intent of the Café and what type of food service should be provided for? (e.g., is this space intended to be grab-and-go, prep kitchen, or full-service kitchen) We are not planning to have a real café in the lobby area, the café seating is a landing place for families who have kids who want to buy concessions/chips/etc. from the gift shop.

Temp/RH?

Should the ±2°F / ±5% RH environmental tolerances be assumed for collections and exhibit areas only, or for the entire 40,000 SF facility?

There are specific rooms that will need careful temp/RH control. Office, Lobby, Plankhouse, and Cultural Education areas do not need that same level of control.

Budget?

Understanding that a construction estimate is part of the requested services, can you at present provide a rough guess as to the expected construction budget?

This RFP is for design only, so construction will be a separate RFP. We do not share our project budget for any aspects of said project with potential bidders.

Is the museum to be completely self-funded by CTSI?

Our project is funded.

Have you determined an expected budget for design services?

We do not share our project budget for any aspects of said project with potential bidders.

Does CTSI have a current estimated A/E services fee cap for the project (SD - CA services)? If yes, please provide.

Does CTSI currently have funding secured to pay for A/E services? If so, do the funding sources have any limitations on them (fees paid, timeline for usage, etc.)?

Our project is funded.

Does CTSI have a current target construction hard cost budget for the project?

• If yes, what is the budget and how was that budget prepared? (e.g., has a cost estimator prepared an initial estimate?)

Is there an established construction budget or target cost range for the project? Additionally, are project funds fully secured at this stage, or will the project involve phased funding or future fundraising efforts?

Has a project budget been established?

We are interested to know of additional or unique offerings that firms can provide. Feel free to provide that information with examples and associated costs.

Is there an anticipated construction budget range that CTSI is able to share to help proposers align scope and resilience strategies appropriately?

We do not share our project budget for any aspects of said project with potential bidders.

We are interested to know of additional or unique offerings that firms can provide. Feel free to provide that information with examples and associated costs.

Is CTSI open to a phased approach if necessary to meet budget while prioritizing collections protection and resilience requirements?

The RFP requests the cost to complete each Phase. Tasks and deliverables by phase shall consist of, but not be limited to, the Design Phases as shown in Part II: Services to be Performed.

What is the funding source(s) supporting this project? Are there specific A/E requirements of the funding source (i.e., EDA requires special specifications and Project Manual items)?

Does the Tribe have an anticipated construction budget or an estimate of total project costs?

Does the Tribe anticipate needing support from the Architect Team for capital campaign graphics, grant writing support, or other funding acquisition services to secure construction dollars? Are there construction dollars already fundraised?

Fundraising is not included in the RFP. We do not share our project budget for any aspects of said project with potential bidders.

Is there an anticipated project and/or construction budget?

Do you have a preferred project sequence for us to provide fees towards? This is what we are thinking:

Conceptual Design, Schematic Design, Design Development, Construction Documents, Bidding, Construction Administration, Record Documents We did not include Construction Administration in the RFP. CTSI is seeking full A/E services through as-designed construction documents and bid-ready deliverables, and the selected firm will be expected to answer questions during construction. We are interested in knowing of additional or unique offerings that firms can provide. We are interested to know of additional or unique offerings that firms can provide.

We would like to see a cost breakdown in your submission. Profit and Overhead no longer required and is optional, see Addendum 2 in this document. Include full disclosure and breakout information for all sub-contractors for services for which the proposing firm is not self-performing.

How does the Tribe intend to evaluate potential cost premiums associated with achieving higher levels of LEED certification or other sustainability benchmarks?

We understand that sustainable, durable and resilient design is an important part of this project. Does the owner expect the costs for registering the project (via LEED’s Online Platform) to be carried in the AE Team’s compensation or will it be owner-paid?

Please include all services in your cost breakdown.

Please confirm the following phases you are asking for proposed fee on.

• Conceptual Design

• Schematic Design

• Design Development

• Bidding & Negotiation

• Contract Documents

• Contract Administration

CTSI is seeking full A/E services through as-designed construction documents and bid-ready deliverables, and the selected firm will be expected to answer questions during construction. We are interested in knowing of additional or unique offerings that firms can provide. We are interested to know of additional or unique offerings that firms can provide.

Has a preliminary construction or project budget been established that can be shared?

We do not share our project budget for any aspects of said project with potential bidders.

Is there an established budget for the project?

We typically include overhead and profit within our base fee. Is the expectation that these be broken out separately? If so, does this apply to all consultants or only the prime?

We would like to see a cost breakdown in your submission. Profit and Overhead no longer required and is optional, see Addendum 2 in this document.

Bid Documents/Admin:

• Bid Documents – do you mean the Construction Documents (CD)?

o If so, each consultant has a fee for the CD phase. Do you want the fee for the CD phase separate from the fee for the Schematics Design and Design Development phases?

o Include all consultant CD’s fees in this category?

o Consultant fees above exclude the CD Phase?

• Admin – do you mean Construction Administration Phase (CA)?

o If so, each consultant has a fee for the CA phase. Do you want the fee for the CA phase separate from the fee for the Schematics Design and Design Development phases?

o Include all consultant Admin (CD’s) fees in this category?

o Consultant fees above exclude the CD and CA Phase?

• Overhead and Profit o Design fee agreements are traditionally Lump Sum agreements.

o The actual final profit a firm makes is “at risk” not a guaranteed sum.

o Agreements with General Contractors often have a separate fixed or percentage fee for overhead and profit.

o What is your intention with this line item, and does it include consultants?

• Hours assigned by task – can this be by the typical Design Phases?

Does every consultant need to give the same breakdown?

o Schematic Design o Design Development o Construction Documents o Bidding & Permitting o Construction Administration.

CTSI is seeking full A/E services through as-designed construction documents and bid-ready deliverables, and the selected firm will be expected to answer questions during construction. We are interested in knowing of additional or unique offerings that firms can provide.

We would like to see a cost breakdown in your submission. Profit and Overhead no longer required and is optional, see Addendum 2 in this document. We are interested to know of additional or unique offerings that firms can provide. Include full disclosure and breakout information for all sub-contractors for services for which the proposing firm is not self-performing.

The fee schedule on page 18 is asking for a line item with overhead and profit.

Confirm if you are asking for the prime contract holder’s markup on the consultants or are you asking for cost rates on the other categories and then the actual overhead and profit numbers for each consultant separately.

We would like to see a cost breakdown in your submission. Profit and Overhead no longer required and is optional, see Addendum 2 in this document. Include full disclosure and

Cost estimating?

Is it your intention to bring on a GC or CM during the design phases to work with the design team, or are you going to send the project out to bid to multiple GC’s after the construction documents have passed a plan check?

Would the Tribe be open to a two-part proposal that focuses on a detailed fee proposal through schematic design and a future proposal for full construction documents once the design scope is fully determined? This will specifically help us understand the project’s estimated construction costs, which enables us to determine A&E fees fairly and accurately, especially if the Tribe has not established an anticipated construction budget at this time.

CTSI would like the selected A/E firm to provide an estimate of the construction cost. Once we have construction documents, CTSI will release a separate RFP to solicit bids for the museum Construction.

We note the pricing exercise based on the construction documents. Will the A/E team expected to hold the cost consultant or will the owner hold it?

CTSI is seeking full A/E services through as-designed construction documents and bid-construction. We are interested in knowing of additional or unique offerings that firms can provide. Appendix A?

Our reading of the RFP suggests that additional consultants may be required beyond those listed in Appendix A. Please confirm whether the A/E team should include additional consultants in their proposal, or if the client intends to contract directly with other consultants.

Appendix A is for the submitting firm to provide a list of their design team. Besides an Exhibit firm, we are planning to use a local contractor for our security system, staff badge readers, and internet. We are interested to know of additional or unique offerings that firms can provide. Feel free to provide that information with examples and associated costs. (Ex:

Landscape Architecture)

On our previous museum projects, we had several more consultants than listed on the fee exhibit.

Should we include these additional consultants and add them to the fee breakdown exhibit?

• Lighting Designer

• Low Voltage – data, phone, IT room, DAS, POS systems

• Security & Surveillance – including CCTV

• Acoustics - Recommendations and Design

• Signage Design

• Code & ADA Consultant

• Envelop Consultant – the RFP is specific in requesting resistance to weather events, a specialty consultant would be recommended to review the documents, although this can also be Owner consultant.

CTSI is currently soliciting bids for an Exhibit RFP, which is posted on our website:

https://ctsi.nsn.us/request-for-proposals/.

Appendix A is for the submitting firm to provide a list of their design team. We are interested to know of additional or unique offerings that firms can provide. Feel free to provide that information with examples and associated costs.

The bid form list Geotechnical services but on the bottom of page 7 it states that a Geotech investigation is underway?

We will share the completed Geotech survey and report with the selected firm. Our museum is located within the Cascadia Subduction Zone and we want the museum designed for re-occupancy directly after a seismic event.

Are we expected to have a Geotech engineer and surveying consultant as part of our team? These are usually contracted directly by the owner, but I see them listed on the Appendix A – Fee Schedule.

We will share the completed Geotech survey and report with the selected firm. Our designed for re-occupancy directly after an earthquake/seismic event.

The RFP mentioned that a geotechnical report is currently underway.

However, Appendix A lists a geotechnical engineer. Could you please clarify which geotechnical services are currently underway, so our geotechnical scope does not duplicate efforts?

We will share the completed Geotech survey and report with the selected firm. Our designed for re-occupancy directly after a seismic event. You may choose to include a

Geotech Engineer on your team. We are interested to know of additional or unique

If there are any consultants that the design team believes is critical for a Museum building type, that was not listed in the RFQ/RFP solicitation should we add them to our proposal? i.e. Lighting Designer, Landscape Architect, etc.?

Based on information on page 4 and page 7 of the RFP, it sounds like the geotechnical and surveying work may already be underway, but page 18 is asking for the design team to provide proposed fees for these services. Please clarify who is intended to hold these contracts, the design team or the owner.

We will share the completed Geotech survey and report with the selected firm. Would the CTSI accept a fixed fee proposal for a Phase I that includes PreDesign through Schematic Design. After the completion of Schematic Design, the professional Services Fee would be negotiated for Phase II (Design Development through Bid Documents).

I assume this question is for the A/E RFP. Proposals must include a stipulated sum for Appendix A. Please see Proposal Section 5 instructions starting on page 16 of the RFP:

“Submit a fixed price fee proposal itemized by Design Phase (listed in Part II).”

If you are asking about the Exhibit RFP, please see the Addendum posted on our website:

Geotech?

The Museum Description section notes that a geotechnical survey will be conducted in January/February. We assume that this is not in the design team scope however page 19 requests a stipulated sum for the Geotechnical Engineer. Please confirm whether the Geotechnical Engineer should be included with the Professional Service Fees.

A Geotechnical Engineer is optional. Note that we do want the museum designed for re-occupancy directly after seismic events due to our location within Cascadia Subduction Zone. We will be providing the Geotech survey and report to the selected firm.

Geotechnical services are listed as part of the architectural scope. Can you please clarify? On Page 7, it indicates that a geotechnical survey will be conducted in January/February 2026.

We are doing a Geotech survey and report that will be shared with the selected firm.

Surveying services are listed as part of the architectural scope. Can you please clarify? The RFQ indicates the survey will be conducted in January 2026.

CTSI is ordering a Geotech survey and report separate from this RFP.

Ok, we do not to have to carry the cost for the geotech investigation.

Not for the survey or report. You may choose to include a Geotech Engineer on your team since we want our building designed to be re-occupied directly after an earthquake.

Is the Tribe anticipating that survey be included in the proposal scope, or will those services be provided separately?

CTSI will share the completed Geotech survey and report with the selected firm.

Can you send me the contact information for your geotech firm.

On page 7 of the RFP it states: "Available Utilities: TBD (Geotech survey will be conducted January-February 2026)." Is it possible to receive information about the scope of this survey, who conducted it, and/or the results of this survey?

Fiber optic is being planned alongside the road, power will be Central Lincoln PUD, sewer, water and fire suppression water will be City of Siletz.

In my review of the document, it sounds like you are completing a geotechnical investigation of the site that will be made available to the design team. However, geotechnical engineering is listed in the cost summary. Are you anticipating additional geotechnical engineering services will be required?

CTSI is in the process of having a Geotech survey and report conducted and we will share the completed report with the selected firm. A/E firms may choose to include a Geotech Engineer on their team. We are interested to know of additional or unique offerings that firms can provide, with examples and associated costs.

Has a geotechnical investigation already been contracted / has this commenced?

We will share the completed Geotech survey and report with the selected firm.

If it has, would it be possible for CTSI to provide the scope of work for the geotechnical investigation and resulting report? The [redacted] team is trying to quantify the additional geotechnical support (if any) will be needed to complete the design (as indicated by the “Geotechnical” line item in Appendix A).

Opening Date? Milestones? Schedule?

We noted a proposed start date of June 1 but did not see a corresponding completion date. Could you please advise whether a design schedule is available, or if this is expected to be included as part of the proposal? If so, could you also share a target opening date for the project?

We are going to be designing the building for the museum at the same time that we are designing the exhibits. The construction will commence, depending on how quickly we are able to get through the design process. We do not have set dates, but would like bidders to suggest a timeline/schedule based on their past experience.

Beyond the RFP milestone dates, does CTSI have an anticipated design and construction timeline, or expectations regarding phased delivery, occupancy, or future expansion sequencing?

CTSI would like each firm to submit a timeline/schedule based on their past experience.

Is there a desired opening or completion date that the team should use to structure the design schedule?

The museum building and the museum exhibits will be designed concurrently. The construction will commence, depending on how quickly we are able to get through the design process. CTSI would like firms to suggest a timeline/schedule based on their past experience.

Does the Tribe have a schedule in mind or any target dates in mind for the completion of this scope of work? (i.e., any specific funding deadlines, target grant applications. etc.)

Licensing?

Part III notes that Offerors must have proven experience as a licensed architectural and/or engineering service provider in the State of Oregon within the last three years. Could you please clarify whether:

• An out-of-state firm may serve as Prime Consultant if partnered with an Oregon-licensed Architect of Record; or

• Whether the Prime Consultant itself must meet the Oregon experience requirement?

The RFP requires that offerors have proven experience in the State of Oregon and that service providers on the project be certified, licensed, or registered, as appropriate, in the State of Oregon for their specialty. An out of state firm is not automatically precluded from

Firms collaborating?

For our procurement process, we will be selecting a single contractor, so the proposal must come from a single lead firm.

Collaborating on Exhibits?

[Redacted] has a theming company called [Redacted] that specializes in exhibit design, fabrication, and install. They will be pursuing the exhibit design, fabrication and install piece. [Redacted] is hoping to then pursue the building construction portion once that RFP is available. Though, would CTSI ever consider a CM/GC delivery?

You are welcome to inform your company of our RFP. We will consider the proposals separately because it is possible the selection committees could be two different sets of people. But I’m sure that it would be beneficial for us to understand how your collaborations have worked well for you in the past. And we are open to doing 2 contracts for the Exhibits, one for Design and one for Fabrication/Install. We would like to see typical range of cost as price/sf.

The RFP notes that CTSI will procure an Exhibit Design consultant separately.

May the A/E team propose or recommend an exhibit designer as part of their submission, and will the selected Architect be involved in the exhibit consultant selection and coordination process?

CTSI is currently soliciting bids for an A/E RFP and an Exhibit RFP, both deadlines are March 9th. CTSI will be making the contractor selection without input from the A/E. You are welcome to describe how your collaborations have worked well for you in the past.

When will the exhibit design firm be engaged? Will the A/E team have the opportunity to collaborate with the exhibit designer during the design process?

CTSI is currently soliciting bids for an A/E RFP and an Exhibit RFP. We will have joint meetings.

Can you share additional information about the content anticipated for the exhibition?

The Exhibit RFP is currently posted on our website: https://ctsi.nsn.us/request-for-proposals/

Has the Exhibit Design firm been selected, and at what stage will integration with the A/E team begin?

CTSI is currently soliciting bids for an Exhibit RFP. You can see the RFP on our website:

https://ctsi.nsn.us/request-for-proposals/. Depending on how our procurement process goes, we would like them both to begin around the same time.

We would like to propose in conjunction with an exhibit team presenting one turn-key approach to the design and delivery.

CTSI is currently soliciting bids for an A/E RFP and an Exhibit RFP. Each will be evaluated separately. You are welcome to describe how your collaborations have worked well for you in the past in your proposals.

Given the strong emphasis in both RFPs on integration between the building systems and exhibit design teams – would CTSI be open to or interested in a singular proposal (with a collaborative team) for both the A-E services and Exhibit Design RFPs?

CTSI is currently soliciting bids for an A/E RFP and an Exhibit RFP. Each will be evaluated separately, so they cannot be submitted as a singular proposal. You are welcome to describe how your collaborations have worked well for you in the past.

Do you have an exhibition designer assigned already? And if so, could you provide their company name?

CTSI is currently soliciting bids for an A/E RFP and an Exhibit RFP, both are posted on our website: https://ctsi.nsn.us/request-for-proposals/

The RFQ/P indicates that CTSI will be procuring an Exhibit Design firm. Will this consultant provide direction for audio-visual components and lighting design, in addition to exhibit design?

You can view the Exhibit RFP posted on our website: https://ctsi.nsn.us/request-for-proposals/. There will be coordination between the selected A/E and Exhibit during the design process.

Can the Tribe describe the scheduling relationship between the A/E and interpretive design processes? For example, does the Tribe anticipate that they two efforts will advance in parallel with one another?

Yes, both will be planned in parallel. We plan to have joint meetings where elements can be discussed. You are welcome to describe how collaborations have worked well for you in the past.

Will the project require museum-grade security measures for culturally significant artifacts, such as object-level sensors, display case alarm integration, or environmental monitoring tied to security systems?

The RFP references the integration of advanced technology for exhibitions.

Can CTSI clarify whether the design team should anticipate planning for systems such as immersive audiovisual installations, projection mapping, interactive digital exhibits, or augmented/virtual reality experiences?

Can CTSI confirm the anticipated scope for data and telecommunications infrastructure planning is to cover: structured…
