About this file

This document is a Frequently Asked Questions (FAQ) addendum for an Architecture and Engineering (A/E) Request for Proposal issued by the Confederated Tribes of Siletz Indians (CTSI), a sovereign tribal government located in Siletz, Oregon. CTSI is soliciting comprehensive architectural and engineering services for the design of a new approximately 40,000 square-foot, one-story museum facility on a 14.11-acre parcel. The museum will serve as a cultural education space and house collections areas, exhibits, office spaces, and cultural education facilities. The proposal deadline has been extended to Monday, March 23, 2026, at 4:30 PM Pacific Time, with submissions sent to sharlas@ctsi.nsn.us. Finalist presentations are scheduled for April 22, 2026, contract award notification by May 18, 2026, and project kickoff on July 1, 2026. No site tour will be provided. The RFP is for design services only, with a separate construction RFP to be released following completion of design documents. The selected firm will be expected to provide full A/E services through construction documents and bid-ready deliverables, answer questions during construction, and provide as-built documentation.

Proposals are limited to 50 pages excluding appendices and must be submitted by a single lead firm, though the RFP welcomes descriptions of successful past collaborations. Firms must be licensed architectural and/or engineering service providers in Oregon with proven experience within the last three years; out-of-state firms are not automatically precluded if Oregon licensure requirements are met. The RFP requires a fixed-price fee proposal with a detailed cost breakdown itemized by design phase, complete disclosure of all subcontractors, and cost estimating for construction. Profit and overhead disclosure is now optional per Addendum 2. CTSI's Indian-preference policy awards points only if the lead proposing firm can provide proof of ownership of 51 percent or greater by member(s) of a United States federally recognized tribe. The tribe will require bonding assurances of completion. The facility must meet Type I or II fire-rated standards, achieve LEED Silver certification at minimum, comply with museum industry standards for artifact preservation, and be designed for re-occupancy immediately after seismic events, floods, wildfires, and high winds within the Cascadia Subduction Zone. No prior design studies or early design work has been completed for this project.

Contact?

Sharla Strong is the point of contact for this RFP. Please email questions to sharlas@ctsi.nsn.us. Our CTSI procurement policy is quite strict, so please do not contact anyone at CTSI regarding this RFP besides Sharla Strong.

Site Tour?

We will not have a site tour.

Construction inquires?

Our current RFP is for design only. We will release a separate RFP for construction once we have completed our design process for the building and for the exhibit design.

Construction Administration?

CTSI is seeking full A/E services through as-designed construction documents and bid-ready deliverables, and the selected firm will be expected to answer questions during construction. We are interested in knowing of additional or unique offerings that firms can provide.

Prior Design/Studies?

There are no prior studies or early design work completed for this new museum site, so this is our first design RFP. CTSI is currently procuring a Geotech survey and report.

Previous Design?

This project has the same meaning to the Siletz people, but will be a new design and build.

The museum will be built on a different site with more space. This is our first museum and our collections will eventually be moved into the new museum.

Budget?

Our CTSI tribal government procurement policy does not allow us to suggest a budget. We are interested to know of additional or unique offerings that firms can provide. Feel free to provide that information with examples and associated costs.

CTSI is seeking full A/E services through construction documents and bid-ready deliverables, and the selected firm will be expected to answer questions during construction and provide as-built documentation.

We would like to see a cost breakdown in your submission. Include full disclosure and breakout information for all sub-contractors for services for which the proposing firm is not self-performing.

Cost estimating?

CTSI would like the selected A/E firm to provide an estimate of the construction cost. CTSI will release a separate RFP to solicit bids for the museum Construction.

Cost Breakdown?

We would like to see a cost breakdown in your submission. Please separate overhead and profit.

Opening Date?

The museum building and the museum exhibits will be designed concurrently. The construction will commence, depending on how quickly we are able to get through the design process. CTSI would like firms to suggest a timeline/schedule based on their past experience.

Licensing?

The RFP requires that offerors have proven experience in the State of Oregon, and that service providers on the project be certified, licensed, or registered, as appropriate, in the State of Oregon for their specialty. An out-of-state firm is not automatically precluded from providing a bid as long as those requirements are met.

Firms collaborating?

For our procurement process, we will be selecting a single contractor, so the proposal must come from a single lead firm.

Collaborating on Exhibits?

CTSI is currently soliciting bids for an A/E RFP and an Exhibit RFP. Each will be evaluated separately. You are welcome to describe how your collaborations have worked well for you in the past. You can see the Exhibits RFP on the CTSI RFP website:

Indian-preference policy?

Our Indian-preference only awards points if the lead proposing firm can provide proof of ownership of 51% or greater by a member(s) of a United States federally recognized tribe.

Our policy does not award points for subcontractors.

Life-safety standards, etc?

Please see the Museum Description on page 4 of the RFP and Museum Industry Standards on page 9. We want the museum designed for re-occupation immediately after an earthquake or other disaster.

Bonding?

The tribe will require assurances of completion, such as a bond in the contract with the selected bidder.

Appendix A?

Appendix A is for the submitting firm to provide a list of their design team. We are interested to know of additional or unique offerings that firms can provide. Feel free to provide that information with examples and associated costs. (Ex: Landscape Architecture)

Page Limit?

The proposal should be 50 pages. If the cover page and section dividers are only headings without a great deal of content, then you may exclude them from the page count.

Appendix items may include:

• Resumes

• Disclosure

• Litigation

• Proof of Licensing

• Proof of Indian Preference

Geotech

We will share the completed Geotech survey and report with the selected firm. Our museum is located within the Cascadia Subduction Zone and we want the museum designed for re-occupancy directly after a seismic event. You may choose to include a

Geotech Engineer on your team. We are interested to know of additional or unique offerings that firms can provide. Feel free to provide that information with examples and associated costs.

Utilities?

Fiber optic is being planned alongside the road, power will be Central Lincoln PUD, sewer, water and fire suppression water will be City of Siletz.

Rezoning? Permitting?

CTSI is in the process of rezoning the property.

All standard A&E permitting, regulatory and approval processes are anticipated for this project.

Thank you We look forward to seeing your proposal. I will let you know if I have any tech difficulties downloading your proposal.

ADDENDUM 2:

Profit and Overhead no longer required and is optional.
