About this opportunity

The City of Fort Worth Purchasing Division is soliciting proposals on behalf of the Water Department for non-exclusive, on-call field damage repair contracts covering general labor, electrical, plumbing, and remodeling services, with proposals due November 19, 2026. The City has set a 30 percent small business participation goal, and small businesses claimed for credit must hold current certification from a City Manager-approved organization and be located in Tarrant, Wise, Johnson, Parker, or Denton County.

Services include water, sewer, and gas line repairs; leak detection; plumbing fixture installations; sanitary system maintenance; electrical installations and repairs, including lighting, controls, and motors; and remodeling spanning carpentry, drywall, framing, concrete, paving, masonry, and painting. Work is performed at City-owned facilities, residential properties, and commercial/industrial locations. Proposers must maintain at least two qualified employees available 24 hours daily, 365 days per year, with a one-hour emergency response time and two-hour onsite arrival for plumbing services. Subcontractors require City approval. Required insurance includes Commercial General Liability at $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability at $1,000,000 combined single limit, and Professional Liability at $1,000,000 per claim and aggregate, with the City named as additional insured.

Pricing must be firm-fixed unit prices that include transportation, travel, fuel, certification fees, and disposal, with Net 30 payment terms. Proposers must agree to extend terms, specifications, and pricing to other governmental entities with interlocal agreements with the City.

Award is best value, scored at cost (30 points), small business participation (20 points), ability to meet City needs (20 points), qualifications and experience (10 points), and equipment and parts availability (20 points). Proposals scoring below 50 percent of non-price points are excluded from award. The initial term is one year, with automatic renewal for up to four additional one-year periods unless either party gives 90 days' notice of non-renewal. Proposals must be submitted electronically through the Euna Portal, and public proposal opening occurs at Fort Worth City Hall at approximately 2:00 PM after the close date.
