About this opportunity

The City of Newark, New Jersey (Essex County) has issued RFP #2023-33 for Emergency Food Service, a procurement seeking qualified vendors to establish a multiple-award contract for catering services during emergencies and disasters. The contract will have a 36-month term and will be activated immediately before or after emergency events, with the City striving to provide 24-48 hours' notice to vendors. The scope of services requires vendors to supply hot and cold meals to various locations citywide within 24 hours of notification for anticipated disaster scenarios including storms, hurricanes, tornadoes, flooding, fires, homeland security incidents, and acts of terrorism. Deliverables include comprehensive meal service with USDA-recommended nutritional servings, variety to accommodate special dietary needs, water, coffee, tea, and optional snacks, with meals that are appealing, travel well, and meet specific serving size guidelines. Required qualifications include demonstrated experience in catering services, references from previous clients, compliance with applicable federal and state regulations, familiarity with working with governmental agencies, and strong client communication abilities. Proposals will be evaluated on three primary criteria: experience in catering services (40 points), document compliance (20 points), and overall presentation including food sampling, taste, and quality (20 points). Electronic proposals must be submitted via the City's e-Procurement Portal by 10:15 am on Thursday, July 6, 2023, with no extensions permitted; submissions received after the deadline will not be accepted.

Documentation requirements include a New Jersey Business Registration Certificate, Certificate of Employee Information Report, W-9, detailed company background and project experience, comprehensive references, menus, and pricing information, along with various compliance forms including affirmative action acknowledgments and non-discrimination policy confirmations. No specific set-aside designations or restrictions on entity types are detailed in the available materials; however, all respondents must comply with applicable affirmative action laws and certify transparency in principal participation. Vendors must disclose all participants and confirm submission without collusion or fraud, and must demonstrate willingness to participate in good faith throughout the procurement process. No incumbent vendors or existing contracts are referenced in the RFP documentation. The contract award will not be based solely on price but on a combination of factors determined to be in the City's best interest, and while budget and fund allocations will be considered, the specific award value or contract amount range is not disclosed in the available RFP materials. The City reserves the right to reject bids, waive informalities, adjust contract amounts to cover actual requirements, and modify, amend, suspend, or terminate the procurement process at its discretion.
